I've seen the rendering and I believe HKLand is just putting up a temporarily structure on the site, to be demolish in the future when demand of real estate picks up.

What is currently under construction is a 3 floors retail mall facing Monivong and 4 floors of above ground parking spaces behind the mall.

^^ Yes around the train station at Monivong Boulevard, next to Vattanac Capital Tower.

^^ In 3 to 5 years time, I'm sure HKLand will take this building down and replace with a new high-rise.
