Shenzhen Western Corridor Bridge - Design Supervision

The Shenzhen Western Corridor Bridge will be a 3.8 km long dual-carriageway 3-lane bridge connecting the Shenzhen portion of the Shenzhen Western Corridor at the Hong Kong SAR boundary with the Deep Bay Link at Ngau Hom Shek. The bridge consists of north approach spans, north navigation channel span, center connector spans, south navigation channel span and south approach spans. The channel spans will be asymmetrical single-tower cable-stayed bridges with span length up to 210 m. The approach spans and the connector spans will be 75-m-span concrete box girders.

The Shenzhen City Government engaged the joint venture of LTYC/OPAC and Sichuan Design Institute to provide design supervision and review services for this project. OPAC is responsible for reviewing wind design, seismic design, overall structural durability, and pavement design for the orthotropic deck.

The Hong Kong-Shenzhen Western Corridor (HK-SWC) will become the fourth vehicular boundary crossing between the Hong Kong Special Administrative Region (HKSAR) and Shenzhen to relief traffic congestion of the three existing crossings at Lok Ma Chau, Sha Tau Kok and Man Kam To. The alignment of HK-SWC starts from the new reclamation in Dongjiaotou at Shekou where the Boundary Crossing Facilities are located, stretches across the ecologically highly valued Deep Bay waters, lands at the north-western part of the New Territories at Ngau Hom Shek. The HK-SWC connects to Yuen Long Highway via Deep Bay Link.

The total length of the HK-SWC is 5.5 km. It will be in the form of elevated viaducts and cable-stayed bridges of which 3.5 km of the HK-SWC will be in Hong Kong waters and constructed by the HKSAR Government under this project. The cable-stayed bridge of the Hong Kong Section has a main span of 210m with a single inclined tower 158m in height. Viaducts carry the approach roads to the bridges with piers at a typical spacing of 75m. The other 2 km of the HK-SWC will be built by the Shenzhen Municipal Government.

A feature of the crossing is that the two cable-stayed bridges of the HKSAR and the Shenzhen sides are inclined towards each other, pulling their respective approach viaducts towards the boundary. They symbolize the desire of the people in the two regions to build a synergistic relationship for greater prosperity.

【專案組記者簡淑明報道】由元朗鰲磡石橫跨后海灣至深圳蛇口的深港西部通道,貫穿中港兩地的首條跨海大橋,港府計劃於明年七月一日香港特區成立十周年,由中央領導人主持落成儀式後才正式啟用。為使本港紀律部隊人員可在通道上執法,實施一地兩檢模式,港府正等候中央授予司法及行政管轄權,並在立法會十月復會後將《香港管區條例草案》提交審議。

深西通道的落成日期一延再延,外界一度揣測是港深兩地尚未洽妥大橋的管理權及如何分配車輛配額等等問題,為消弭外界的憂慮,行政長官曾蔭權較早前到廣州參加粵港合作聯席會議時亦刻意提及,深西通道的工程已進入最後階段,期望明年七月一日前通車。

政府消息透露,跨海大橋的土建工程年底基本完成,只待安裝配套設施後即可啟用,港府為加強新口岸的清關能力,已展開大規模的招聘行動,當局欲將這條大橋作為明年香港特區政府成立十周年的大禮,估計由國家主席胡錦濤抵港舉行開幕儀式後才正式啟用。

為配合七一通車,兩地必須盡快落實「一地兩檢」模式,由中央賦予香港紀律部隊人員在原屬內地的蛇口範圍執法。政府消息人士指出,港府的相關程序已完成,正等候中央正式授權行政及司法管轄權,同步亦會在立法會十月復會後將相關的《香港管區條例草案》提交立法會審議,草案主要在深西通道實施「一地兩檢」,建立過境設施提供法律依據。據悉,深西通道的旅檢大樓建構大致完成,整個大樓長度二百米,清楚劃分香港在南面、內地在北面。

人大常委押後通過「一地兩檢」

全國人大常委會昨日暫緩審議港深西部通道「一地兩檢」議案。列席會議的港區人大黃宜弘透露,有人大常委質疑在「一地兩檢」,聯檢大樓內若出現港方允許、內地禁制的行為,如法輪功活動,究竟應交由港方還是內地執法。保安局(相關新聞 - 網站)未有評論會否拖慢西部通道的啟用時間,只表示會在本年內向立法會提交有關一地兩檢的條例草案。

連接屯門與蛇口的深圳灣西部通道,原訂在明年七月一日前通車,亦是香港與內地首次採用「一地兩檢」制度的口岸。國務院今次提交人大常委會通過,授權特區政府對深圳灣口岸區實施管轄的決定案,但由於人大常委未能就港方執法權限達成共識,留待兩個月後的常委會再審議。

列席全國人大代表黃宜弘表示,有人大常委擔心,在處理兩地不同概念的問題,甚至涉及違法行為時,由港方還是內地執法,「有人提出正如法輪功,因在內地法輪功是不合法社團,但在本港是可以的,如法輪功在哪個地區示威時,大家都會有些關心」。

他建議,香港立法時,在使用口岸區時遵守一些規定,但承認有一定複雜性。

《基本法》委員會副主任梁愛詩認為,不會出現執法不清晰情況,因為即使現時有中立區,亦會出現同樣問題,只要執法時嚴謹一點便不成問題,「這個功能上是狹窄的,但這是創新事物,我們未試過,雖然其他地方有,我們要小心一點,限制緊一點,我相信不會出現問題」。

人大常委曾憲梓認為,由於涉及行政和司法管轄權問題,又如海陸空的管轄等,具體落實仍有問題,不適宜馬上表決,「許多人大常委持不同意見,這些不同意見,個人認為現在如不成熟,強行付諸表決就不大正常」。

他說,距離西部通道正式通車,落實一地兩檢,仍有時間,相信可以找到解決方案。

本港保安局不就人大常委的決定置評,但發言人補充,當局期望本年內向立法會提交條例草案,但要視乎司法管轄權等問題的進度。

民建聯立法會議員陳鑑林指出,由港方或內地人員執法,仍有討論空間,「即是在內地不容許,但在香港容許的情況,立法時要有一套互認的執法準則」。

公民黨余若薇則表示,由於兩地法制有差異,尤其對公共安全等問題,相信隨兩地司法程序接軌,一地兩檢的執法權限,亦可與內地協調。

HI HKTH, could you or perhaps someone else who lives there please post some pictures of the completed bridge? (I assume it is either done or almost done?) Thanks - I wish I had access to all kinds of cool megaprojects like you do over there!

Hmm, how does that work since Shenzhen and Hong Kong drive on opposite sides of the road? I assume the bridge operates on driving on the left? What happens on the Shenzhen side?

There is an interchange on the ShenZhen side cross-over the roads to the right direction. It is the same thing in the other cross-broader connections.
