Is this the way out of the present system that endlesly pits conservationist against developers (usually at far too late a stage in the process to be of any help to either party)? Planning will say 'we wont get involved in you redeveloping a bit of listed heritage so long as you use architects who are licensed experts in heritage'. My initial worries would be why is it assumed that only architects can be the experts and who (in Scotland) would determine what an 'expert' is? Nevertheless, a welcome attempt at innovatory thinking.
As for the proposals on relaxations for property owners... I think utterly niaive is the best I can say.
