Is this a way out of the present system that endlessly pits conservationist against developer (usually at too late a stage to be of use to either party)? Planning will say 'we wont get involved in your redevelopment of listed heritage so long as you use an architect licensed as an expert in heritage'. My initial worries would include why assume only an architect can be an expert and who decides (in Scotland) what an 'expert' is? Nevertheless a bit of welcome innovative thinking.

As for the proposals on relaxations for property owners - wholly niaive is the best response I can come up with.
