AMISOM POLICE LAUNCH CAPACITY BUILDING

The Police Component of the African Union Mission in Somalia (AMISOM) in partnership with the Somali Police Force has launched a capacity building and leadership-training programme in the form of a refresher course tenable at the Brigadier General Kahiye Police Academy in Mogadishu on January 19th 2012.

The training programme is earmarked to develop and enhance knowledge of Ninety-seven (97) Middle management Police Commanders (Lieutenants) including five female Officers which is organized and funded by the Somali Police Force.
The Training and Development Unit of AMISOM Police Component will provide training in the areas of Police Leadership, Public Order Management, Gender, Crime Prevention, Beat and Patrol Management, Use of Force, VIP Protection and Escorts, Human Rights, Community Policing and Discipline reflecting the courses identified by the Somali Police.
Similarly, Somali Police Trainers will also facilitate training on Somali Penal Code, Common Law and general legal obligations amongst others.

Dr Benjamin, Training and Development Coordinator stated that “the course was launched at the right time, after priority areas for 2012 were determined at a consultative meeting on 7th January 2012 between AMISOM Police and Somali Police Force leaders”.
He continued to say that, “We were eager to contribute to the recently launched SPF training because it is in line with our mandate to build the capacity of Somali Police Force to international policing standards, to enable them deliver services to the people“.
He further stressed that “Our contribution to the SPF training will equip Somali police commanders with the skills and knowledge to effectively perform their duties as Police Station Commanders in newly liberated areas of Somalia”.
The Commandant of the General Kahiye Police Academy, Brigadier General Ahmed Dayib Ahmed, who presided over the launching ceremony, commented that; “The SPF has a critical task to protect civilians and maintain law and order across the country. It is against this background that, we would like to further develop our Police Commanders with the pre-requisite management skills to ensure that our Police Force will fill the vacuum in the new liberated areas of Somalia”.

Somalia police getting ready for post war service

In Somalia 97 junior police officers are undergoing a refresher training programme in Mogadishu in an effort to buttress law and order after peace is secured in the country.



Emma Tinka, head of the Ugandan government's public affairs, announced that the police component of the African Union Mission for Somalia (AMISOM) has launched a capacity building and leadership-training, contributing to an ongoing Somali Police Force (SPF) training of the officers.



Both Ugandan and Burundian governments deployed troops to Somalia shortly after the creation of AMISOM in 2007. Kenya also recently sent soldiers to Somalia after Al-Shabaab militias allegedly crossed the Kenyan border, abducted holiday makers and made demands for a huge ransom.



Tinka stated that: "The training which is currently underway at Brigadier General Kahiye Police Academy in Mogadishu has been organised and funded by the Somali police force."



"The 12-week training course, now a week old, will equip junior police commanders selected from various police stations across Mogadishu with skills and knowledge to perform their duties in newly liberated areas of Mogadishu."



Earlier this month, AMISOM forces pushed Al-Shabaab out and secured a large portion of Mogadishu, the Somali capital.



It was also reported that Ethiopian troops - deployed to Somalia after an appeal from the Intergovernmental Authority on Development (IGAD), a regional body - had captured the strategic Somali town of Baladweyne from Al-Shabaab.



Somalia police official, Ahmed Ali said that the "timely training" comes after a consultative meeting held on 7 January between AMISOM police and the SPF to help maintain law and order after peace is finally secured in the country.



And according to Brigadier General Ahmed Dayib Ahmed of the Somali Police Force "the...force has a critical task to protect civilians and maintain law and order across the country. In this light we would like to encourage and train police commanders with the appropriate skills and knowledge."



"Our force is still new. The training will help much in building capacity of Somali police force especially in delivering services" Ali said

AMISOM works with Somali Police Force to monitor and vet former officers


Mogadishu-March 17th, 2012; For the past two weeks, the AMISOM Police component has been working with the Somali Police Force (SPF) to facilitate the screening and re-recruitment of former Somali Police Officers who had been displaced from their official positions since the conflict erupted in Somalia over twenty one years ago.

A seven member committee was established on 28th February 2012, and tasked to collect data and screen a target of 600 former Somali police personnel. The AMISOM police component will monitor the screening process and vet the final selection of ex?SPF personal. Currently, 460 former SPF personnel, including 50 females and 410 male, were successfully screened.

Dr. Charles Makono, AMISOM Police Commissioner said;” The former Somali policemen will play a vital role to strengthen the current Police force by transferring their skills and wealth of knowledge to recent recruits. In the spirit of our mandate we will work diligently with the Somali Police Force to ensure that a standardized and vigorous vetting process is in place."

The lack of a central government and protracted conflict in Somalia created a state of lawlessness across the country but following the liberation of Mogadishu from Al?Shabaab terrorists, the Transitional Federal Government has been able to rebuild structures of law and order and re?establish security within the capital.

The AMISOM Police component continues to expand its activities to build the capacity of the Somali Police Force (SPF). Yesterday, AMISOM Police began to monitor the payment of stipends for SPF with donor funds from UNDP, UNPOS and the Japanese government’s donations. Currently, AMISOM Police is also training ninety?seven SPF station commanders at Brigadier General Kahiye Police Academy in Mogadishu.

So far, training for the Somalia Police has been an international effort. Their training was sponsored by the European Union and their salaries paid for by the United Nations Development Program (UNDP). Japan donated $10 USD million to boost the police operations and capabilities.

Meanwhile 1,300 police officers are undergoing training at the General Kahiye police training base and hundreds others are undergoing wider training in Ethiopia, Uganda and Djibouti.

Somalia's Transitional Federal Government (TFG) police normally receive their salaries in a unsystematic and sporadic manner. They are not paid on a monthly basis but receive money after four, seven, or even nine months that ranges from $500 to $1200 USD which is slightly higher than the TFG military which receives $100 USD per month.

Darawish rapid response police unit re-opens in Mogadishu

The base for a rapid response police unit that works with the military to fight terrorism and provide high-level security to officials in Somalia re-opened in Mogadishu's Wardhigley district last week.

The Darawish unit was originally formed by former president General Mohamed Siad Barre in the early 1970s as a national military police force; it ceased operations during the civil war and ensuing conflicts of the past two decades.
Reconstruction and maintenance of the old base in the Agadhiig neighbourhood were recently completed, and it officially re-opened on July 26th.
Somali President Sheikh Sharif Sheikh Ahmed, Minister of State for the Ministry of Interior and National Security Abdi Ahmed Ali, Commissioner of the Somali Police Force Sharif Sheikhuna Maye, as well as police commanders, the national musical band and members of the Darawish attended the opening ceremony.
Speaking to members of the Darawish, the president said, "Your job is to provide security, to protect of officials and fight terrorism. You have to play a big role in the areas liberated from al-Shabaab and provide services for the local residents."
"The police have to take control of this unit as they are responsible for overseeing security instructions and making sure they are implemented according to the rules and regulations," Ahmed said.
Ali said his ministry was prepared to raise the level of the Darawish through training from developed countries. He said the re-opening of the Darawish base will play an important role in the success of the joint operations between the police and intelligence services.
Defence strategist Farhia Faarah Iidle said former al-Shabaab members defected from the group and joined the Darawish to help the intelligence services hunt down remnants of the al-Qaeda-affiliated group and foreign fighters in Somalia.
Iidle said the Darawish are on a mission to target terrorist hideouts and their supply centres with the aim of inflicting heavy losses among the ranks of al-Shabaab remaining in the central and southern of Somalia.
The new Darawish force is also comprised of members of the former Islamic Courts Union who have been rehabilitated and integrated into the police after completing training courses in Kenya, Uganda, Djibouti and Turkey, according to Mogadishu-based political analyst Mohamed Aadan.
Aadan told Sabahi that the transitional government provided social rehabilitation for former Islamic Courts members, as well as military training intended to integrate them into the Darawish section of the police force. He said these former militiamen have firsthand knowledge about al-Shabaab members and their sympathisers.
"The new Darawish force is better informed than the other forces when it comes to identifying the faces and uncovering facts about the al-Shabaab fighters," he said.
Police Commissioner Maye said that re-opening the base after 21 years is a source of great joy for members of the Darawish unit, who had previously been based in temporary lodgings in damaged buildings.
He said the Darawish operations will be co-ordinated to achieve on-the-ground progress and put an end to the violence and terrorism ignited by the al-Qaeda-linked al-Shabaab group.
"Five years ago, I was a militant for the Islamic Courts militias, but I voluntarily joined the local police force in April 2009 until the re-establishment of the Darawish was announced," Abdiqadir Haji Hassan, a soldier in the Darawish police unit, told Sabahi. He confirmed that former militia members in the Darawish force have been rehabilitated by allied nations.
"I man a key checkpoint in Mogadishu, the X Control Afgoye, which inspects all cars, trucks and even individuals in an attempt to secure the capital," Hassan said. "With God's grace, we have been successful."
