Seattle's is a new 7 story building, not that tower shown above, is it? I know the City of Seattle owns the building above, but I thought the government offices were in the Seattle City Hall Building.

that's chicago's city hall (well half of it is, the other half of the building is the county building). in the 1960's it was realized that the structure was much too small to house all of the offices and courtrooms for the city and the county, so an adjunct facilty was built across the street, the 650 ft. Richard J. Daley Center. it is, in my opinion, the finest example of an international style skyscraper anywhere in the world.
