GST delays work at Pragati Maidan

New Delhi: Work on the redevelopment of Pragati Maidan will be delayed by a couple of months as the project has been retendered because of the introduction of the Goods and Services Tax (GST).

Officials said that the cost of the project was likely to come down slightly after GST was implemented and fresh tenders had been called accordingly. Dr Anoop Kumar Mittal, CMD of NBCC (India) Limited said: "Work should have started by now but due to the retendering process, it is expected to start in the next month or so. We have lost a couple of months because of the monsoon".

Another reason for the delay, said Mittal, was that the first tender was more than the approved cost. "With both corrections, one because applicable tax will come down to 18% under GST and the other because we hope that the new tenders will be within the approved cost, we are expecting net savings," he said.
He added that the project itself had not been touched since all necessary clearances had been received keeping the existing proposal in mind.
The Rs 2,254-crore project will consist of a massive convention hall, an underground parking lot, new access roads and exhibition halls. It is expected to be ready within 24 months after the work is started.

Work has already started on demolishing existing structures with the iconic Hall of Nations brought down in April this year. Some areas, like Hall no. 18, will be retained till the end so that space is available for programmes and exhibitions at all times. The work has been divided into two phases. Under the first phase, an existing built-up area of 25,000 sqm will be razed and replaced with a built-up area of 1.2 lakh sqm. Under phase-II, an additional capacity of 88,000 sqm will be built. Each new structure will have two floors.

प्रगति मैदान का कन्वेंशन सेंटर चीन से भव्&#235

प्रगति मैदान के पुनर्विकास का काम गुरुवार से शुरू हो जाएगा। दो वर्ष में तैयार होने पर यह भव्यता और जगह के मामले में चीन के शंघाई कन्वेंशन सेंटर को चुनौती देगा। पुराने प्रगति मैदान की जगह अब अंतरराष्ट्रीय स्तर का इंटीग्रेटिड एग्जीबिशन-कम-कन्वेंशन सेंटर बनाया जा रहा है।
नए कंवेशन सेंटर में 70 प्रदर्शनियों का आयोजन एक साथ किया जा सकेगा। यह सेंटर चीन की राजधानी बीजिंग स्थित अंतरराष्ट्रीय कनवेंशन सेंटर से बड़ा बन जाएगा। बीजिंग कन्वेंसन सेंटर की मौजूदा क्षमता 2300 लोगों की है। प्रगति मैदान का सेंटर इससे दो गुना बड़ा होगा। प्रदर्शनी के लिए 1 लाख 22 हजार वर्ग मीटर स्पेस के साथ यहां स्टेट ऑफ दी आर्ट एम्फी थियेटर भी बनाए जा रहे हैं। इसके अलावा ट्रेड फेयर और अन्य व्यवसायिक आयोजन के लिए यहां 7 कंवेन्शन हॉल भी बनाए जा रहे हैं। यहां बनने वाला कन्वेंशन सेंटर, मौजूदा विज्ञान भवन से भी पांच गुना बड़ा होगा। आईटीपीओ (भारतीय व्यापार संवर्द्धन संगठन) के अध्यक्ष एवं प्रबंध निदेशक एलसी गोयल ने कहा कि अगस्त 2019 तक यह पूर्ण तौर पर तैयार हो जाएगा। फिलहाल 123 एकड़ में फैले प्रगति मैदान में तीन एकड़ में पांच सितारा होटल भी बनाए जाने की योजना है। इससे राजस्व भी एकत्रित किया जा सकेगा। गोयल ने बताया कि इसे बनाने का खर्च आईटीपीओ ही उठाएगा।
अक्षरधाम मंदिर के बाद सबसे बड़ा इंफ्रास्ट्रक्चर का प्रोजेक्ट
दिल्ली में इस प्रोजेक्ट से पहले 2005 में बड़े इंफ्रा प्रोजेक्ट के तहत अक्षरधाम मंदिर का निर्माण किया गया था। अब नए प्रगति मैदान के निर्माण के बाद यह राजधानी का सबसे विशाल स्थल बन जाएगा। प्रगति मैदान पर उमड़ने वाली भीड़ को देखते हुए बेसमेंट में ही सिर्फ 4800 वाहनों के लिए पार्किंग तैयार की जा रही है। इस पार्किंग को अलग-अलग सड़कों से जोड़ने की तैयारी है, जिससे पूरी क्षमता होने पर भी इस इलाके में ट्रैफिक जाम की स्थिति न पैदा हो। गोयल ने पेड़ कटने के मसले पर कहा कि इसके लिए दस करोड़ रुपये आवंटित किए गए हैं। डीडीए ने इसे लगाने के लिए जमीन भी दे दी है। 1700 पेड़ों के एवज में 17000 पेड़ लगाए जाएंगे।
यहां से दिखाई देगा इंडिया गेट
सात हजार लोगों की क्षमता वाले कन्वेंशन सेंटर से इंडिया गेट भी दिखेगा। इतना ही नहीं, 32 मीटर ऊंचे कन्वेंशन सेंटर के ऊपर तीन हेलीपैड भी होंगे। एक लाख वर्ग मीटर में सात आधुनिक प्रदर्शनी केंद्र बनेंगे। साथ ही, 15 एकड़ के ओपन प्रदर्शनी क्षेत्र में 3000 लोगों की क्षमता वाले 4 एम्पीथियेटर्स बनकर तैयार होंगे।
व्यापार मेले में इस बार कम तादाद होगी
गोयल ने बताया कि व्यापार मेले में बीते वर्ष 14 से 15 लाख लोग आए थे। पिछली बार हमने मेले का आयोजन एक लाख स्क्वॉयर मीटर जगह में किया था, इस बार इसका आयोजन 52000 स्क्वायर मीटर में होगा। ऐसे में इस बार भीड़ को संभालना बड़ी चुनौती होगा। अभी तक हम 10-12 लाख की भीड़ को संभालने के लिए तैयार हैं।
चारों तरफ ट्रैफिक सुरंग होगी
प्रगति मैदान पुनर्विकास योजना के मुताबिक, मथुरा रोड और आईटीओ के ट्रैफिक को सुचारू रूप से संचालित करने के लिए सुरंग योजना बनाई जाएगी। एलसी गोयल ने कहा कि आईटीओ से डीपीएस तक तीन किलोमीटर लंबे मथुरा रोड को सिग्नल फ्री किया जाएगा। भगवान दास रोड, पुराना किला, भैरो मार्ग, शेरशाह सूरी मार्ग एवं सुब्रमण्यम मार्ग से दाएं तरफ जाने के रास्ते बंद कर दिए जाएंगे। इन रास्तों पर जाने के लिए पीडब्ल्यूडी मथुरा रोड पर चार लूप तैयार करेगा। जो वाहन लाजपत नगर की तरफ से होते हुए भैरो मार्ग से तिलक ब्रिज की ओर आ रहे होंगे, उनके लिए यह लूप यू टर्न लेने के लिए बनाए जाएंगे। उन्होंने बताया कि इस योजना के पूरा होने पर भैरो मार्ग पर लगने वाले जाम से भी मुक्ति मिलेगी।

Trade fair low-key affair due to revamp

NEW DELHI: With the redevelopment of Pragati Maidan scheduled to start in a day or two, the trade fair is likely to be a low-key affair this year. Officials have indicated that there will be a cap on visitors due to reduced space.

From the 14-15 lakh footfall over two weeks last year, authorities are looking to restrict it to about 10-12 lakh and may issue a fixed number of tickets. Business days will also reduce from five to four days to allow more time to the general public.

Infrastructure developers Shapoorji Pallonji have won the contract for the redevelopment work and L C Goyal, the chairman and MD of the India Trade Promotion Organisation, said the project will be completed within 24 months. However, he added, till then regular events like the Trade Fair was likely to be impacted.
"This year the Trade Fair will be quite a challenge. Once the work starts, we will be left with just 52,000 sqm of space against the 1 lakh sqm that we usually have. Crowd management will therefore be a challenge and we are looking to have a cap on the number of people who visit the fair. This may mean a cap on tickets but we are still looking at options. We will also push DMRC to have Trade Fair tickets available at all stations so that we can further reduce the crowd outside the venue," said Goyal.

NBCC (India) Ltd recently called in for fresh tenders after the goods and services tax was implemented. This was done because not only would there be a cost correction after GST but also because the first tender was more than the approved cost."The approved budget for this project was Rs 2,254 crore which has now gone up to Rs 2,600 crore. This not only includes the contract amount but also expenditure in terms of NBCC's fees, payments to BSES and Delhi Jal Board for shifting of a sub-station and trunk sewer respectively, plantation of 23,000 trees and a contingency fund," Goyal added.
