Dubai to get industrial city

Dubai to get industrial city Dubai, Nov. 24, 2004 (WAM) -- Dubai is to get a comprehensive industrial city in a bid to enhance the UAE's industrial development drive and to transform the country into an industrial hub to attract investors and industrialists from various parts of the world.

In line with the directives of H.H. Sheikh Maktoum bin Rashid Al maktoum, Vice President, Prime Minister and Ruler of Dubai, Dubai Crown Prince and UAE Defence Minister, General Sheikh Mohammed bin Rashid Al Maktoum has ordered the establishment and contruction of industrial city, which is to cover an area of about 860 million square feet with state-of-the-art infrastructure, said a press release issued today and signed by Mohammed Al Gargawi, Board Chairman of the Dubai Development and Investment Authority, DDIA.

Al Gargawi said that the establishment of the city was part of the UAE's strategic plan to diversify its economic infrastructure and boost the role of non-oil sector, including the tourism, trade, industrial and services sectors in pushing forward the country's economic development drive under the leadership of President H.H. Sheikh Khalifa bin Zayed Al Nahyan.

He said that the decision followed intense studies and considerations by the DDIA on various issues related to the industrial sector at the local, regional and international levels, adding that the strudies showed a high prospect for such a project enhancing local and regional investments and attracting foreign investment to the UAE.

He said the city will have a conducive and dynamic working climate which would meet the demands of investors and boost the growth of export-oriented industries as well as achieve some level of integration among the existing industries.

He pointed out that the city would not focus immediately on attracting foreign investment, but would rather focus on attracting the huge Arab ivestments in foreign countries, which is estimated at about one trillion dollars. He to succeed in doing so there is the need to provide a very attractive investment opportunities in the region.

The city is to be built on a huge area of 560 million sq. ft. near the Jebel Ali Port and close to the highways that connect Dubai to other Emirates for easy access and transport of raw materials and manufactured products.

The City will benefit from the unique advantages of UAE including its strategic geographical location which includes more than 1.3 trillion consumers around it, tax-free status for UAE products in many regional markets, easy import of raw material and export of finished products through a number of airlines and ships connecting the country all around the world and a network of roads connecting UAE with the region.

Al Gergawi said, "Dubai Government will be responsible for the infrastructure of the Dubai Industrial City as it is committed to offer a good environment for business growth. The City will play an active role in supporting exports through international promotional programmes under the slogan 'Made in UAE'. The City will also work to remove obstacles that prevent local products from accessing international markets by implementing exiting agreements between the UAE and other countries or through communications with the industrial authorities and financial organisations all around the world." Besides that, the companies operating from Dubai Industrial City will get many benefits including a single window service, easy regulations and transparency and long lease for land and buildings.

The City management will support the industries working in it in many fields including provision of fund options, developing the industrial education and training programmes and plans for future activities for research and development.

Al Gergawi said, "Dubai Industrial City will be one of the active drivers to catalyse foreign direct investment (FDI) and attract new technology. Dubai Industrial City will build on the great success that countries of South East Asia have achieved by becoming the most active industrial centers in the world." He added, "The industrial sector is one of the biggest sectors that is ready for development in coming years. Our region has many advantages to become an active industrial centre, which attracts investments from all round the world. We have a huge number of consumers in the region from the Indian Subcontinent to North Africa. Besides, the low cost of energy is one of the most important elements for establishing an active industrial sector." The Chairman of DDIA assured that Dubai Industrial City will not only attract FDI but it will also offer unique investment opportunities to attract back the estimated US $1 trillion in Arab investments that are parked outside the Arab world..

He said, ?We know that bringing back these investments is connected with offering attractive investment opportunities in the region." Accordingly, many marketing campaigns will be launched in different countries in the region and the world to give investors comprehensive idea about the facilities and services the City will offer and the huge benefits the industrial companies working in the city will avail.

Al Gergawi assured that Dubai Industrial City is considered as an important step in achieving the ambitious future vision of His Highness General Sheikh Mohammed bin Rashid Al Maktoum to develop an active and diversified economy, which will play a growing role of importance regionally and internationally.

وأكد القرقاوي أن المؤسسات العاملة في مدينة دبي الصناعية ستحظى بحوافز ومزايا عديدة تتراوح بين خدمات النافذة الواحدة والبيئة التشريعية الشفافة ومحدودية قيود التشغيل وعقود إيجار طويلة الأجل للأراضي والمنشآت.

وأوضح أن المدينة ستتولى تقديم المساعدة للمؤسسات الصناعية المقامة فيها في مجالات عديدة تشمل تسهيل خيارات التمويل وتطوير مستوى التعليم الصناعي وبرامج التدريب ووضع الأساس للأنشطة المستقبلية الخاصة بعمليات الأبحاث والتطوير.

وشدد القرقاوي على أن مدينة دبي الصناعية ستشكل إحدى المحركات الحيوية لتعزيز حصة المنطقة من التدفقات الاستثمارية المباشرة وجذب التكنولوجيا الحديثة مشيرا في هذا المجال إلى النجاح الكبير الذي حققته دول جنوب شرق آسيا التي باتت تصنف من أنشط المراكز الصناعية عالميا .

وذكر أن القطاع الصناعي يعد من أكبر القطاعات قابلية للنمو في السنوات المقبلة وتتمتع منطقتنا بمختلف العناصر الحيوية لإقامة قطاع صناعي نشط يستقطب الاستثمارات من مختلف أنحاء العالم .

وأشار القرقاوي إلى أن وفرة الطاقة منخفضة الكلفة تعد من أبرز العوامل التي تساعد على إمكانية قيام قطاع صناعي نشط يعمل بكفاءة اقتصادية عالية إلى جانب ضخامة القاعدة الاستهلاكية في المنطقة الممتدة بين شبه القارة الهندية وشمال أفريقيا .

ونبه إلى أن مدينة دبي الصناعية لن تستهدف استقطاب الاستثمارات الدولية المباشرة فقط وإنما توفير فرص استثمارات متميزة تشجع أيضا على عودة جانب من الاستثمارات العربية الضخمة المستثمرة في الخارج والتي تقدر بقرابة تريليون دولار .

وذكر القرقاوي أن التجربة أثبتت أن عودة مثل هذه الاستثمارات مرتبط بتوفر فرص استثمارية جذابة في المنطقة .

وأوضح أنه سيتم تبعا لذلك تنفيذ حملات تسويقية وترويجية مكثفة في عدد من دول المنطقة والعالم لتعريفها بالمزايا والتسهيلات التي ستوفرها المدينة للمستثمرين والآفاق الكبيرة التي ستحظى بها المؤسسات الصناعية العاملة فيها ضمن مختلف الأسواق الإقليمية والعالمية .

وأكد القرقاوي أن مدينة دبي الصناعية تشكل حلقة محورية لتحقيق الرؤية المستقبلية الطموحة التي حددها الفريق أول سمو الشيخ محمد بن راشد آل مكتوم لبناء اقتصاد يتسم بقدر كبير من الحيوية والزخم ويلعب دوراً متنامي الأهمية على المستويين الإقليمي والعالمي .

i guess what they mean is , attract Arab investors to invest in Dubai instead of the west

they are already developed countries, let Dubai have its fair share of the cake :)

Key facilities offered to companies at Dubai Industrial City

Dubai: Dubai Industrial City will have a specialised logistics park providing warehousing for its partners, said CEO Khalid Al Malek. "Our location is strategic and that is the key to our facilities. Logistics, express delivery and warehousing, labelling and packaging firms will find a natural partner in Dubai Industrial City, as will advanced transportation specialists."

Dubai Industrial City will offer its tenants competitive lease rates. The one-stop shop will facilitate access to labour from all over the world, and the tenants will have the option of building labour accommodation on the factory premises.

New hub plan takes shape

Dubai: The detailed master plan for Dubai Industrial City is being drawn up.

"The concept of the city is under study and apart from encouraging and supporting private sector investments in industry - the management of Dubai Industrial City plans to further promote industrial activity in the country by identifying critical sectors and promoting and establishing manufacturing facilities in such sectors," said Khalid Al Malek, Dubai Industrial City's CEO.

Dubai Industrial City will sprawl across 62 million square metres (560 million square feet) of prime land located near the new airport and Jebel Ali Free Zone and with several access points to both the Shaikh Zayed Highway and Emirates Road.

Releasing details, Al Malek said it will be divided into separate main zones focusing on core activities of a particular sector.

These include a commercial zone and zones dedicated to machinery and mechanical equipment, transport equipment, base metals, chemicals, food and beverages, mineral products and other related industries. "We wanted to ensure easy access to resources and the shortest possible distance between the production point and the Jebel Ali airport and port," Al Malek said.

Another major segment of Dubai Industrial City will be a dedicated area for small and medium sized companies.

"The small and medium sector is the backbone of any economy and the easiest to promote by both the government and private sector entrepreneurs. In coordination with the Mohammad Bin Rashid Establishment for Young Business Leaders, we will pay special attention to promote this sector in the Dubai Industrial City," Al Malek said.

Dubai Industrial City is in the process of setting up a multi-million dollar fund to provide financial products tailored to the needs of the industrial sector.

Industrial City to lure Dh5b investments

DUBAI — Dubai Industrial City, which is under development in Jebel Ali, is to attract Dh4-5 billion in industrial investment over the next five years.

Khalid Al Malik, CEO of Dubai Industrial City, said the city would be equipped with comprehensive infrastructure to help transform this sector into one the most active drivers for economic development.

Work on the infrastructure for the headquarters of Dubai Industrial City, a 560-million square feet facility near Jebel Ali seaport and the new airport, will begin next month.

The project is in the advanced stage of developing a comprehensive master plan. The exercise is being undertaken with leading global players in industrial master planning. "We are incorporating elements that have emerged from the tremendous response we received from the market to create a facility that is tailor-made to investors' demand. The Centre for Industrial Standards, an autonomous body responsible for developing and enforcing international standards, is in the final stages of assembling a comprehensive set of industrial and environmental guidelines for our partners who will operate from the Dubai Industrial City."

The entire infrastructure of the facility will be built in phases by Dubai Industrial City, which is committed to offer a solid environment for industrial growth.

Al Malik said there has been an extremely strong interest from local, regional and international players.

Since the announcement, we have been receiving a large number of applications and inquiries. We are reviewing all these applications, in order to make sure our tenants understand the vision and rationale of this project and adhere to high quality standards that are set by Dubai Industrial City.

He felt that a more focused approach to the manufacturing sector would bring enormous benefits for the economic development of the UAE. The industrial sector is a key economic segment that will become a dependable source of foreign direct investment and increase the contribution of manufacturing in the GDP. The presence of anchor tenants in the Industrial City will create many upstream and downstream opportunities for local manufacturers. Manufacturing sector — especially the medium and light industries — also create employment and vocational training opportunities for the local and regional workforce. A robust manufacturing sector will reduce reliance on imports and restrict the outflow of precious foreign exchange.

"We are in the process of establishing a fund primarily to serve industrial sectors in securing long term project financing at highly competitive rates. We are in discussions with a leading global fund manager with extensive experience, who may partner with us. We will also be forming strategic partnerships with local and regional institutions in the creation of funds," he said.

The tremendous response has encouraged us to redouble our efforts to bring the Dubai Industrial City to fruition as quickly as is possible,' he added.

'The message of value addition is not restricted to just the industrial activity that will take place at Dubai Industrial City. It will extend to the lifestyle of those who will live and work there. And, the centerpiece of our development will be the Canal, around which we shall build a community that will be a benchmark model for all,' Al Gergawi stated.

but where is its exact location? it is said to have a canal, maybe the canal at dubai waterfront or what?
