Anyway 9bn USD budget for Basra is quite a lot. Sadly as usual it comes by cutting the budgets of samawa diwaniya and babil (since these provinces don't have mafias in the parties in power) nor do they go on regular terrorism rampages which attract "tribute payment" from Baghdad.
The entire idea is built on the erroneus principle that the oilfields and ports within "Basra province" as delineated by an arbitrary line drawn in Baghdad some decades ago decides which citizen has more rights to national treasures.
Basra province boundaries should be redrawn to encompass the city only with the current "Basra province" becoming a federal oil zone and not part of Basra at all. That will help some deluded people get a better understanding of the principles of "national wealth". Once the oil is no longer in Basra province hopefully we won't hear too much more of that lazy khaleeji style nonsense as propagated by that cretin Mohammed Al tai.
