Popular Democratic Party (PDP) Sen. Antonio Fas Alzamora proposed a highway construction and improvement program to complete the ring of expressways around Puerto Rico.
The program would include building a 7-mile-long bridge across Mayaguez Bay that would connect expressways to the north and south of the western city, bypassing 27 stoplights-worth of congested traffic.
To complete the expressway, the plan considers overpasses over the stop lights of the Sultana Urbanization and Mayaguez Mall.
The bridge would be elevated in a way that it would not affect the navigation channel that provides marine transport and cruise ships access to the port of Mayaguez.
The proposal also includes construction of an expressway from Hatillo to Aguadilla, and the conversion of PR-2 to an expressway between Aguadilla and Mayaguez.
Works to be completed under the plan are those of PR-10 in the jurisdiction of Utuado and Adjuntas to connect Arecibo with Ponce, Route 66 to Fajardo, and the José Celso Barbosa Expressway from Yabucao to Guayama.
“These routes provide citizens with the connectivity needed for both daily tasks and the development of tourism,” Fas Alzamora said. “The rapid connection between the towns will permit a greater enjoyment of our installations and natural resources by residents and visitors.”
Construction of the Mayaguez bridge and the expressways would be financed by public private partnerships, in which private companies would build and operate the infrastructure, collecting tolls until they recoup their investments, Fas Alzamora said.
The conversion of PR-2 between Aguadilla and Mayaguez would be financed by the government.
“I am convinced that this system of highways will give the island, especially the west and east regions, the necessary proximity to reactivate their economies and make the different geographic areas of our island accessible in less time,” the senator said.
Fas Alzamora said he will present his proposal to the PPD assembly at the Río Mar resort in Río Grande on Sunday.
