Punjab, Chinese firm agree to work on RLNG project

LAHORE: The Punjab government on Friday signed an agreement with the China Machinery Engineering Corporation (CMEC) for the Engineering, Procurement and Construction (EPC) of the 1,263MW Re-gasified Liquefied Natural Gas (RLNG) power plant near Trimmu Headworks in Jhang.

The contract was awarded to the CMEC which, along with known firm Siemens, was declared successful bidder among the seven companies that participated in the bidding process. “It is really a great occasion as the world is witnessing how the PML-N leadership in Pakistan is working overtime to resolve the massive loadshedding issue that badly hit progress for the last 15 years,” said Chief Minister Shahbaz Sharif.

“Through our untiring efforts,” he said, “loadshedding has now become a thing of the past. And on this occasion, I have no doubt that there will be no loadshedding by the end of this year or early next year, he claimed.

Under the agreement, the CMEC will be responsible for completing first phase (operation of simple cycle) of the project by December next year (14.5 months) whereas the plant’s combined cycle operation will complete in November 2019.

Siemens, according to a document, will be responsible for long-term service/maintenance being the Original Equipment Manufacturer (OEM). “The CMEC and Siemens are renowned companies implementing this mega power project. Before this, General Electric worked in three RLNG-based projects -- Bhikki, Havaili Bahadur Shah and Balloki. Both Siemens and GE are known to introduce new technologies,” the CM maintained.

While comparing US $794 million Trimmu power project with the three power plants, the government claims to have saved Rs48.69 billion in the EPC cost besides reducing the Long Term Service Agreement cost from US $179.7 million to $156.8 million.

“The government has already saved Rs38.50 billion, Rs40.52 billion and Rs39.51 billion in the EPC cost of the Havaili Bahadur Shah (Jhang), Balloki (Kasur) and Bhikki (Sheikhupura) RLNG plants. And now again through massive efforts we have saved Rs48.69 billion in the EPC cost of this plant,” Punjab Thermal Power (Private) Limited Chief Executive Officer Ahad Khan Cheema said while giving a presentation on the project.

The company also brought LTSA cost from USD 179.8 million to USD 156.8 million after deliberations with Siemens, he added. “This company being the OEM will be responsible of providing major equipment for the project,” he said.

Mr Cheema said the project’s total cost $794 million meant $520 million as EPC cost and $274 million as non EPC cost.

CMEC Vice President Mr Fang Yanshui said his company was the first Chinese firm working in Pakistan’s power sector for long. “Today we have gathered here to celebrate the contract signing of 1,263MW power plant. And on behalf of my company, I congratulate the Punjab government for launching this project,” he added.

Siemens Senior Vice President Mr Jean Claude Nasr said his company feels pleasure to introduce gas turbines of high-efficient technology. “The turbines we are going to supply to this project are of high-efficient technology that is fit for the commercial operation,” he claimed.

What is the name of the project? Is it Punjab Power Plant or Trimmu Power Project? Its location seems to be close to Haveli Bahadur Shah Plant so may be it is called Havelli Bahadu Shah Phase II.

Since it is being set up by a different company, the name isn't HBS II.

The official name is "Punjab Power Plant, Jhang". It is in the same area as the existing HBS plant, water, high voltage line access and all.

The official tariff petition is here. It will be the cheapest RLNG plant in the country.

Siemens to Supply Equipment for Punjab Power Plant in Jhang



Siemens, a global powerhouse in electronics and electrical engineering, will supply a complete power island solution for construction of a liquefied natural gas (LNG) power plant in Jhang, about 250 km south-west of Lahore.

The agreement for the purpose was signed between the Punjab Thermal Power Limited (PTPL), a provincial government owned company responsible for development and maintenance of power plants, and the China Machinery Engineering Corporation (CMEC), the engineering, procurement, and construction contractor for the project.

The power island solution for the Punjab Power Plant to be built in Jhang will comprise two SGT5-8000H gas turbines, an SST-5000 steam turbine, two heat recovery steam generators, and control systems. The cost of the equipment has been valued at around EUR 200 million.

Under the agreement, the German company will also be responsible for engineering, project management and associated site services.

The Punjab Power Plant will be the first in the country to use Siemens’ high-efficiency H-Class gas turbines. SGT-8000H is the company’s largest and most advanced gas turbine in commercial operation. Among its various features are low operating and lifecycle costs.

The company has sold more than 80 H-Class gas turbines worldwide, 47 of which are in commercial operation. The fleet of Siemens H-class gas turbines has achieved about 500,000 fired hours.

“We are very proud to have the chance to contribute towards efforts for enhancement of power generation capacity in Pakistan,” said Jean-Claude Nasr in a statement released on the occasion.



Nasr, the senior executive vice-president of Siemens Power Generation Division, Middle East and North Africa, added, “Our high-efficiency technology will be instrumental in meeting power needs within the timeframe set by the Pakistani government.”

Siemens Pakistan CEO Helmut von Struve said, “We are eager to continue supporting the country’s development programs including efforts for sustainable power generation and a more robust energy infrastructure to meet the growing needs of the population.”

The Punjab Power Plant is scheduled to be operational by December 2018. In the first stage, it will run only on LNG (simple cycle operation). By November 2019, the plant will be upgraded to the combined-cycle mode, enabling it to produce electricity from LNG as well as stream.

The power plant is expected to add 1.3 gigawatts of energy to the national grid.

PM lays foundation stone of LNG power plant in Jhang



JHANG: Prime Minister Shahid Khaqan Abbasi laid down the foundation stone of a power plant in Jhang Saturday afternoon, Geo News reported.

The 1,263 Megawatt LNG power plant is being constructed near the Trimmu Barrage. The project is being funded by China and Punjab government.

The project is slated to be completed in 26 months. It will start power generation of 810 MW within 14 months and 1,263 MW once it is completed.

CM Punjab Shehbaz Sharif, and federal minister Abid Sher Ali also attended the event.

On September 29, an agreement was signed with a Chinese company to set up a 1263 MW LNG-fueled power plant in Jhang.

Speaking on the occasion, Punjab Chief Minister Shehbaz Sharif vowed an end to the load shedding issue with concrete measures taken by the PML-N government.

The Chief Minister pointed out that all power projects have been completed speedily with utmost transparency.

Taking aim at his opponents, Shehbaz said, “If they cannot bring themselves to mention the names, they should at least appreciate the [development] projects.”

The Chief Minister said the first phase of power plants at Bhikhi and Haveli Bahadur Shah is already functional.

First time being commissioned in Pakistan.The Bhikki, Balloki and Haveli Bahadur Shah’s 3600 megawatt gas-based power plants are under constructing /generating electricity and 1320 megawatt Sahiwal Coal Power Plant is fully functional

Govt floats tender for 1,263MW power project

LAHORE: Punjab Thermal Power Limited (PTPL) has initiated pre-qualification process for hiring of engineering consultant for testing and commissioning of 1,263 megawatts Combined Cycle Punjab Power Plant at Jhang.

The PTPL has floated an international tender for hiring of an engineering consultancy that would oversee the tests being performed as per power purchase agreement requirement and issue certificates on successful completion of those tests required for commercial operations to be achieved. Project documents indicate prequalification and hiring of successful engineering services consultant are expected to be complete by mid-August.

Documents show the project is scheduled to be commissioned in phases; with both gas turbines expected to achieve operation in simple cycle mode during the last quarter of 2018 whereas the plant would be commissioned in combined cycle mode in the last quarter of 2019.
