Kratos1211 answered it perfectly:

Higher cost means longer time to recoup investment plus profit and it being a User Pay principle means higher toll fee for us.

Simple - co$$$t.

Kaya gumawa ng tunnel di naman bago technology nan - question is, will be the private proponent be able to recoup their inve$$$tment?
Depende kasi itong costing sa situation.. Pedeng makamura or mapamahal kapag maggaling at di buwaya yung mga cost engineer.

PTP Mods here: what to expect in the upcoming MMSP in the ongoing Angat-Ipo 4th tunnel construction using a TBM

#BicolNaman

^^ Though similar in method, sobrang laki din ng diff boss.
  • yung isa tubeg lang so relatively maliit lang diameter, yung isa expressway so minimum 4 lanes aka 2x2 + shoulder lane + emergency bay na following standards, mas malaki yung butas, need din emergency exit / ventilation shafts / electrical cabling / etc.
  • TL;DR: It all boils down to the $$$ :D

:cautious:

I'm no engineer yet but I guess they could "future-proof" it by incorporating to their plan a future tunnel when it's economically feasible to do so.

I think an expressway also on Samar&Leyte will justify a tunnel. Pwedeng yun muna ang unahin.

Kasi pag may expressway na sa kabila tataas yun pressure sa RoRo at it will force the governments' hand to build a better link. Ganun din sa Mindanao dapat expressway ang unahin from Surigao to Davao to follow yun link either tunnel/bridge.

^^ As I've expected.

Remember, SMC thru SMHC has a signed MOA with PNCC to construct a toll road until Sorsogon aka TR5.

Ilang beses ng paulit ulit yan dito :D

Latest status update of this project View attachment 264287 what is the difference of this project versus TR5?
Millions ang ginastos sa feasibility study then ang outcome "conflict with SLEX-TR5 Project which was already approved by the Toll Regulatory Board (TRB)".
