If Zimbabwe maintained its economic trajectory, this city could have been epic considering that the skyline looks almost the same when it was called Salisbury.
A Sizable chunk of Salisbury was built using Zambian copper money. After the Collapse of the Federation of Rhodesia and Nyasaland, Southern Rhodesians were very unhappy.

All of the buildings in current Harare were built after 1980 (Zimbabwe's independence date). It should rather be said that the sanctions imposed on the country did not allow it to invest in its development.
