Roswell-NM, El Paseo-TX, Midland-TX?
No. Roswell is the closest.

Note: A member said that their city doesn't have poor neighbourhood... actually this is only one of many poorer neighbourhoods within the city clearly seen from aerial pic--- though not comparable to El Paso TX or Mexico City.

There arent really any "poor" parts, but less affluent areas include the South Valley, South Central/Broadway and East Central District.
It seems he is just looking at Central & Northern part of his hometown, largest city in New Mexico--- Albuquerque, with population 3-4 times more than Saskatoon.
