RESIZING Photos (8x10 and up)

what am I missing? I can't seem to get this right. what is the secret?

according to Scott Kelby, the best result is to go into Photoshop, and increase the file size in increments of 10%. keep repeating this operation until you're satisfied with the size.

i have no idea why this works, but i guess it does.
