Restricted area?

I believed the area of the lake "Ozero Puarent Yavr" ( http://wikimapia.org/#lang=de&lat=68.777309&lon=34.273911&z=13&m=b ) is restricted as it is situated between the lines of ZEVS transmitter ( https://en.wikipedia.org/wiki/ZEVS_(transmitter) ) and as I know all the land used by this installation is not accessible for visitors. Nevertheless Google Maps has some views of the area ( without the lines of ZEVS) as one can see on https://www.google.de/maps/@68.7131277,34.288467,11z . How is this possible? Is the area of ZEVS in its whole restricted area?

Whoever drew that OSM pic is nuts. And does not understand how ELF transmitters work.
I don't think that Pyarentjavr lake is part of a restricted zone. It's just an uncomfortably remote location.
@ModeSD: As I know, an ELF-transmitter consists of a powerline, which is grounded at both ends and in which the power to be radiated is fed in. The ground forms together with the powerline a loop which acts as antenna.
