Most Slum's people are people of mixed(African and European heritage).
In fact a slum in Brazil has 99% electricity and 98% clean water.

I would say the racial composition of these areas you are posting is white while higher than 64%, more to 100%. Do you think its air? Do you think its a manifestation of engrained social issue in Brazil?
