Is there a particular reason why the roof/boxes have never been extended around the remainder of the stadium?

According to a good friend who grew up nearby, the main reason is lack of demand. They don't even use all of the boxes when playing WC qualifying matches against Honduras, Guatemala or Mexico, and those are the big draws down there. Perhaps when the memories of the civil war continue to fade, and the affluent class continues to grow, but right now there is no need (or cash available).

This makes me wonder why a few Latin American football stadiums have to have large numbers of luxury boxes, like, for example, 300-plus, which would be even more than the NFL stadiums in the U.S..
