CAAC CSB approved the height limit for the main tower to be 700m from sea level. The ground soil at the site currently sits at 45m above sea level. That means the height limit when measured from ground is 655m, unless Shimao wants to have this building sit in a big sunken plaza.

For which reason all the heights in Asia are measured from Sea Level? I don't get it....
It's to give all the buildings the same baseline to work from. Very useful if you try to do any sorts of calculations as a planning agency. The height of the building in relation to the terrain level may vary between buildings, but the sea level height does not.

Someone risked their job to snap a piece of this confidential document :D

Translating it:

"... ... advice from flight route experts committee on the 4th. Shimao Corporation revised and submitted the updated flight route assessment report to Civil Aviation Central Southern Bureau on 28 Jan. The Bureau corroborated the flight route assessment report and forwarded a copy to the Shenzhen Supervision Office on 01 Feb. The project's height is hereby approved at 700m from sea level."

It's all over boys... AS+GG should start preparing for a fate the same as Wuhan Greenland...

The Ministry of Housing and Urban-Rural Development (MOHURD) has turned NIMBY and will announce a nationwide ban on all skyscrapers taller than 500 metres sometime this year. Stay tuned.

This building would stand more than twice the height of other buildings around it. Shenzhen-Hong Kong International Centre at 655m is very tall. I wonder if your news links have translations to English.
