If the dynamics of work on Corridor 10 through Serbia is not considerably speeded up, this project will not be finished before 2013, which is a year later than the scheduled deadline. Around 270 kilometres of the motorway, tunnels and bridges is still unfinished, and land has not even been purchased in 170 kilometres.

In the past year and a half, a bit more than 40 kilometres have been built on Corridor 10, and work on 110 kilometres was started during 2010. President of Serbia Boris Tadic talked about the delay in work and pointed out that a lot needed to be done and it is obvious that the directions in the north branch of Corridor 10 will not be finished in time.

Greece will finance construction of a section of Corridor 10 (between Leskovac & Macedonian border) - Greek firm Aktor was awarded the job of carrying out the work:

Contract on Srpska Kuca–Donji Neradovac section to be signed

A contract for the construction of the Srpska Kuca–Donji Neradovac section of the E75 motorway will be signed at 12.00 on 19 November, at Nemanjina 11.

The contract will be signed by State Secretary of Economy and Regional Development and national coordinator for the HiPERB plan Vesna Arsic, national coordinator for the HiPERB plan Constantine Papadopoulos, member of the managing board of Corridor 10 Company Nenad Ivanisevic and Chairman of the Board of Directors of Aktor SA Dimitrios Koutras.

The signing will be attended by Minister of Infrastructure Milutin Mrkonjic.

The opening of bids for the works on this section was published on 7 September, and the bid by Aktor SA was rated as the best one.

Plans concerning Belgrade's 2nd Danube bridge seem to have been finalized, allowing for the construction to begin in Spring 2011:

China Road and Bridge Corporation submitted the amended preliminary design including an estimation of work costs for the Zemun-Borca Bridge, thus resolving the disagreements between Belgrade and Beijing.

The main project design will be drawn up by the end of January 2011, and the works will be launched in April, as was the original plan. The construction of the Bridge will have been completed by 2014. At the moment, the Serbian and Chinese party are discussing the work dynamics, so that the necessary loan documentation can be submitted to China’s Eximbank on time.

Well, maybe already discussed and mentioned there, it is scheduled that the whole section starting at the boarder crossing in Horgos will be the toll highway? Some toll boths will be built up there? As I know there are two toll section on the "Vojvodina Highway" - Beograd/Novi Sad and Novi Sad/Feketić....The highway is undergoing the reconstruction directly in Novi Sad? I mean at the lights crossing in northern part of the city...Thanks.

Agreement on Corridor 10 section signed

Belgrade, 19 Nov 2010 – An agreement on the construction of a section of Corridor 10 has been signed today with Greece’s Aktor S.A. which will complete the job in spring 2012.

The agreement was signed by State Secretary of Economy and Regional Development and National Coordinator of the HiPERB Plan Vesna Arsic, National Coordinator of the HiPERB Plan Constantine Papadopoulos, member of the Corridor 10 executive board Nenad Ivanisevic and Aktor S.A. Board President Dimitrios Koutras, in the presence of Minister of Infrastructure Milutin Mrkonjic.

Minister Mrkonjic outlined that the eight kilometre section from Donji Neradovac to Sprska Kuca will be financed from a €21.84 million donation by the Greek government.

The section, the first one being financed from the HiPERB, will greatly facilitate the life of people in the south of Serbia, Mrkonjic observed, adding that construction sites have been opened on 170 kilometres along this route.

The northern branch of Corridor 10 from Novi Sad to Horgos will be completed next year, however, the deadline will not be met for a section of the Y branch – the ring road around Subotica to Kelebija and the construction of the bridge near Beska, he remarked.

The Minister specified that preparation for works on the ring road around Belgrade is under way and that works are in progress on the construction of the Strazevica Tunnel, while domestic companies will be working on three more road facilities on the ring road from Orlovaca to Bubanj Potok.

Works are also in progress on the motorway in the east, ie the ring road around Dimitrovgrad, while the construction of a 23 kilometre section from Dimitrovgrad to Pirot will begin soon.

The tenders for the construction of sections from Grabovica to Grdelica and from Vladicin Han to Donji Neradovac are under way, he said, recalling that the sections total 30 kilometres.

Ivanisevic observed that expropriation of land for a section on Corridor 10, for the construction of which an agreement was signed today, has been completed and preparation will begin within two weeks. The deadline for construction is 18 months, he recalled.

This is the first section on Corridor 10 financed from the Hellenic Plan, he remarked, adding that in this way the works on all four sectors of the motorway on Corridor 10 in Serbia will begin.

The plan is to finance the construction of an eight kilometre section from Levosoj to Srpska Kuca from the Hellenic Plan as well, and the tender for a contractor will be called in spring 2011, Ivanisevic announced.

Papadopoulos declared that of the total of €550 million envisaged for financing the Hellenic Plan, €232 million is intended for projects in Serbia.

Alpine builds Pirot-Dmitrovgrad highway

Austrian company Alpine launched preparation works on the 14.3km-long east leg of Corridor 10, between Dmitrovgrad and Pirot. The construction works will be launched in March or April 2011.

The construction should be completed by May 2012, informed Alpine. The works worth EUR 30m are financed by the European Bank for Reconstruction and Development (EBRD). The EBRD has allocated EUR 150m in total for Corridor 10.

An agreement will be signed later this month with the European Investment Bank for a 195 million euro ($260.8 million) loan for the construction of a motorway section in Serbia, Belgrade-based media reported on Wednesday.

The funding will be earmarked for a 23.5 kilometre section of EU-defined transport Corridor X that will connect Prosek, close to Nis, and Crvena Reka, in the south, news provider EMportal (www.emportal.rs) reported, quoting Nenad Ivanisevic, member of the managing board of state-owned company Koridor 10.

EU bank lends Serbia 325 million euros to upgrade infrastructure

Belgrade - The European Investment Bank (EIB) and Serbia on Monday signed agreements on three loans worth a total of 325 million euros (430 million dollars) towards Serbian infrastructure and energy projects.

The bank approved a 195-million-euro credit to Serbia to build a 36-kilometre section of motorway between Nis, 230 kilometres south of Belgrade, and the Bulgarian border. The motorway is a part of the European Corridor 10 transport network.

The European Union's bank also approved a 90-million-euro loan to the city of Belgrade for the construction of access roads to a new bridge in the capital.

And it extended a 40-million-euro credit to the Serbian power company EPS for the replacement of a part of its stock of obsolete electricity meters.

Earlier Monday, the EIB opened a regional office for the Western Balkans in Belgrade.

The Western Balkans is the term used by the EU for six countries aspiring to join the bloc - Macedonia, Serbia, Albania, Bosnia, Montenegro and Croatia.

Croatia is the only country of the six that is close to becoming an EU member.

'The opening of this office has significance ... to increase EIB activity in the region (and) to stress the commitment by European institutions to support your countries in joining the EU,' EIB president Philippe Maystadt said in Belgrade.

'The opening of the regional EIB office in Belgrade will ... help countries of the Western Balkans in fulfilling their strategic goals, such as increase of competitiveness and accession to the EU,' Serbian Prime Minister Mirko Cvetkovic said.
