Laos began decentralising control, loosening its hold on the economy and started encouraging private sector in 1986. The results were quite impressive given that the economy started from a low base. Between 1988 and 2008, the economy recorded an annual average growth rate of 6 percent, except during a brief period of the East Asian financial crisis starting 1997.

It has a rudimentary but improving road network and very limited internal and external telecommunications. As per an agreement signed, China has started work of a high-speed rail network whose cost has been pegged at $ 7 billion.

The country's economy depends to a great extent, on investment and trade with neighbouring countries- Thailand, Vietnam and more particularly with China in the north.

Opening a Business

For starting up a business in Laos, entrepreneurs have to follow the 7 procedures for government approval as enumerated below:

Firstly, apply for a Name Reservation Certificate. It will take 1 day and associated cost is LAK 10,000.

Secondly, apply for an Enterprise Registration Certificate. This will take 10 days. The associated costs are: LAK 10,000 (Incorporation form) + LAK 70,000 (Application form) + LAK 300,000 (Registration Service Fee).

Apply for an Operating License from the revelant ministry. It will take 30 days. An amount of LAK 50,000 will be charged.

Apply for a Tax Registration Certificate. This will take 2 weeks, but this can be done simultaneous with the previous procedure. The relevant charges are: LAK 25,000 (for application form) + LAK 100,000 (for tax certificate).

Obtain approval of Company Sign. This will take 5 days but can be done simultaneous with previous procedure. The associated cost is LAK 10,000.

Then, prepare a company seal. This will take 45 days. Cost of making the seal will be LAK 120,000 for Lao language and LAK 123,000 for Lao and other languages.

And finally, register the workers for social security. This will take 7 days. No fee will be charged.
