Perth's freeways are like that during peak hour: a bit inefficient imo, but thats commuter fwys for ya. Isn't the SE Fwy like that in Brisbane? They're mainly used for commuter traffic city-suburb or vice versa travel. When you're caught in one of these snarls, ave speed can be down to 25kmh. Even freight levels are pretty low on the fwy until you're down south towards Leach Hwy.
