is the surface wood or concrete? from a distance it looks like concrete but up close it looks like wood. maybe they cast the concrete to have wood texture as to blend in with the natural environment more. japanese designers are so conscious of the environment. taiwanese architects need to learn this aspect especially when designing for national parks like sun moon lake.




i wish norihiko had designed taiwan's elevated highways and mrts. the current ones are so clunky and ugly. he would've designed them to be so elegant and sculptural.Norihiko Dan 日月潭向山行政中心 Hsiangshan Visitor Center

聯合筆記/國際級建築的「心酸」

二○一一台灣建築獎揭曉,日本建築師團紀彥以日月潭「向山行政中心」奪下首獎。國人對於團紀彥並不陌生,去年他曾以中正機場第一航廈的改建案,槓上交通部長,鬧得轟轟烈烈。

多數人並不知道,中正機場改建案與向山行政中心,同是政府「二○○八觀光客倍增計畫」國際競圖的產物。二○○三年,為了與北京奧運抗衡,觀光局端出的國際活動,以九個案子吸引英美日等十一國、上百家建築團隊參加。鳥巢、水立方等奧運建築,在二○○八站上國際舞台,意氣風發;台灣這九個「國際級建築」卻不見蹤影。

直到今年,台灣建築獎的入圍名單中,才赫然出現三個「二○○八觀光倍增計畫」的案子。當評審團盛讚「向山」深具國際水準,評審張樞卻對這個遲到三年的成果感到「心酸」。

何以心酸?「向山」二○○三年便完成設計,卻拖到二○○八年才動工。與團紀彥合作的建築師蘇懋彬透露,一開始是土地問題,這個國際級計畫選定的基地,竟只能做停車場,花了兩年才變更土地用途。而團紀彥的前衛設計與較高造價和公部門的想法有落差,又花了三年跑公文,應付審查。

一個「國際級」建案一等五年才動工,難怪「觀光客倍增計畫」的案子半數以上胎死腹中。八年來,若非團紀彥意志力過人,每兩個月從東京飛來台灣盯進度,這個建築可能已經流產。

台灣近年勤辦國際競圖,但國際水準往往只展現在前期的宣傳上。這九個案子舉辦國際競圖時,動員龐大人力物力,甚至花了幾百萬舉辦成果展,執行時卻連「地方級水準」都談不上。若不能把執行效率,提升到「國際水準」,台灣的國際級建築,將永遠只停在紙上作業。

About International Design Competition in Taiwan - a issue behind this project

A issue with adminstration forced to delayed this project for at least 3 years. In 2003, the detailed design of this project was completed for making compete with Beijing Olympic. However, the land use issue forced this development delayed the construction more than 5 years. The new project was called Tourism Stimulate Package 2008 (Self-translate). We should ask why our government don’t the site they choose haven’t solved the land use issue before international design competition in that time (which only can use for car park) and spend another 3 years to change land use? Between 2003 to 2010, Don actually came to Taiwan every two months to see his project.

Hmm, it kind of looks like a concrete pier right now. If they surround and cover it with trees and foliage it might be salvageable as it will look more like a part of the landscape, which is what I think the architect was trying to do.

Yeah they probably should have buried the parking lot. Looks like they have at least a few trees planted around it tho. Don't know why they need that big grassy area, should also fill it in with foliage.
