Ah. Well the answer to that question is "money." Even with adding this new structure the cost of this design is much cheaper than going with a hard-structure roof. The latter would require extensive truss work beyond what you're seeing in this version, to a degree that might also impact either the interior structure or require external supports that would be hard to come by in the building's tight footprint.

This current project is literally about cheaply as they could do a makeover of the roof.

The Carrier Dome roof will likely be deflated early next week, school officials said Friday.

The exact date will depend on the weather.

The dome’s bleachers and turf have been removed, suites have been covered and the concourse has been sealed off from the arena to protect against the weather for when the roof is disassembled.

Carrier Dome director Pete Sala said the construction project is on schedule but added the timeline is tight. The first event planned to be played under the new fixed roof structure is a Syracuse football game against Colgate on Sept. 19.

Looking at that image from the frozen video, and based on others I've seen now that the framework is almost complete I have an idea that might help the overall appearance of the project: While about 1/2 of the building is essentially abutting other structures, the rest has enough open space that you could "extend" the lattice steel work down and out from the sides of the building and infuse portions of canopy covers to create more inviting gateways, give splashes of color to the setting, and possibly even enable windows on the actual building facade. It would be purely vanity work - not revenue producing - but done right it would certainly give the building's overall appearance a warmer feel. Might also engender a more creative and inviting plaza space that could be used for other artistic displays or events.
