Tacloban City Causeway to be constructed before 2022 ends

Baras, Palo, Leyte- The Tacloban City Causeway tagged as one of the priority infra projects here in Eastern Visayas will soon be implemented by the Department of Public Works and Highways (DPWH) Region 8 before the year ends.

First of its kind here in Region 8, the Tacloban City Causeway has a total project cost of P3.4692 billion and will be constructed over the Cancabato Bay connecting Tacloban City Hall area to Kataisan point of the DZR Airport area in Barangay San Jose, Tacloban City.

This will serve as an alternate route for motorists from the city proper going to the airport, offering reduced travel distance, travel time, vehicle operation costs, and road accidents.

“Our Planning and Design Division (PDD) figures that the travel time using the original route usually takes up to 45 minutes, but traversing through this causeway, travel time will approximately take up to 10 minutes only”, Regional Director Allan S. Borromeo said.

This causeway which is a 4-lane road embankment spans approximately up to 2.557-kilometer in length with a bridge that stretches to 180 meters. This project also has separate bike lanes, concrete canals, sidewalks, as well as wave deflectors on both sides.

RD Borromeo relayed that per project design, the alignment starts at Magsaysay Boulevard with elevation gradually increasing towards the bridge at the middle part of the causeway, as required for navigational clearance and eventually slopes down towards the end of the alignment.

“This project is expected to offer an improved path user experience that attracts the local community and tourists, and will soon cater as an infrastructure that can be used by motorists seeking for a scenic drive, and by locals who prefer walking, running, and biking,” RD Borromeo said.

The official also added that the causeway project is designed to be sturdy in order to endure harsh site location and high humidity, as well as somehow serve as protection for nearby communities against the wrath of nature such as erosive tidal movements brought by weather disturbances.

Based on the project description, the main core of the structure is common borrow reinforced with high strength geotextile laid at every 2-meter fill. The Hydraulic Geotexile Tubes are to be placed on both sides to contain the embankment and to add stability on the structure. Also, the toe and side slopes of the embankment is protected by layers of armoured rocks, Class II and III for outer and inner layer, respectively.

For FY 2022, the DPWH 8 will be constructing the 0.586 kilometer of the Tacloban City Causeway with allocation of P990 million. The rest of the project is to be proposed in FY 2024 and beyond.

Upon completion, the project is seen to contribute to the growth of the region’s tourism industry and related business activities which helps in attaining sustainable development in the region. (pais/kbam/cpdm)

TACLOBAN CITY – The causeway project that will connect the city hall to the airport here will start before the end of the year with an initial PHP1 billion funding.
The first phase of the project is currently advertised, and bidding will go in early October.
Civil works will begin within the fourth quarter of the year, according to Noel Nadera, senior engineer of the Department of Public Works and Highways (DPWH) regional planning and design division, on Tuesday.
“Our target is to finish the project within three years since there are no issues on right of way acquisitions. We will still come up with work schedule in the next years since our focus was on the scope of work for the PHP1 billion allocation,” Nadera said in an interview.
The 2022 allotment will finance the construction of 586 meters stretch of the causeway.
Funding for the entire PHP3.46 billion project will be included in future appropriations.
The first of its kind in Eastern Visayas, the causeway will serve as an alternate route for motorists from the city’s commercial district going to the airport, reducing distance, travel time, and vehicle operation costs.
This project involves the construction of a four-lane road embankment that spans approximately up to 2.55 kilometers with a bridge that stretches to 180 meters. It will also feature separate bike lanes, concrete canals, sidewalks, as well as wave deflectors on both sides.
Environmental group Save Kankabatok Advocacy has expressed opposition to the project saying the causeway would block the passage of seawater from and to Cancabato Bay affecting the ecosystem.
The group refuted the claims of DPWH and other officials that Cancabato Bay is no longer a rich fishing ground due to massive pollution.
“We have been raising awareness to the public on the effects of the causeway project to the Cancabato bay ecosystem and to the communities around it. The bay is not dead (as opposed to the claim in the Comprehensive Land Use Plans) and that it is much alive and is giving various ecosystem services direct or indirectly to the communities around it or far from it,” the advocacy group said.
Nadera said the180-meter bridge and five box culverts with three meters in width and height each would allow free water flow.
“There are no more hindrances since the project has been endorsed by the local government and concerned national government agencies,” the DPWH officials added.
The DPWH assured that the project was designed to withstand strong typhoons and high humidity and protect nearby communities from big waves.

The hydraulic geotextile tubes will be placed on both sides to contain the embankment and to add stability to the structure.
The toe and side slopes of the embankment are protected by layers of armored rocks.
Aside from being an alternative highway, the causeway will also shield communities from destructive waves.
The original plan was to build a tide embankment structure, but it was discontinued due to strong opposition by several property owners in the city’s populated coastal communities. (PNA)

This is good development however I can't help imagine the stacks of garbage that will accumulate in the corners if the city can't eliminate informal settling on coastal areas and maintain cleanliness of the bay.

I share the same concern. One thing I observed sa CCLEX in Cebu is that maraming basura ang na accumulate along the causeway and I’m afraid na matulad ang Tacloban causeway, it’s not a good sight while traveling.

The low-cost airline came up with more commercial flights to Caticlan (35 flights a week), Tagbilaran (21), Puerto Princesa (28), Cebu (42), Bacolod (21), Cagayan (22), Davao (24), Iloilo (28), Kalibo (21), Tacloban (35), Zamboanga (7), and Roxas (3).
Among the projects set to be completed by 2023, constructed and enhanced with total projected cost of close to P1 trillion are the Antique Airport, the Bacolod-Silay Airport, the Catbalogan Airport, the Davao International Airport, the M’Land Airport, the Ozamis Airport, the San Vicente Airport, the Sanga Sanga Airport in Tawi-Tawi, the Tacloban Airport, and the Tuguegarao Airport.
The causeway project will start near the Tacloban City Hall area, crossing Cancabato Bay, to Kataisan point of the DZR Airport area in Barangay San Jose.

With the increasing flights, the completion of PTB and the development of Tacloban Causeway project, the future of Tacloban Airport looks very bright as an international gateway.
