More than 2.7 bln somoni earmarked for Roghun’s construction in 2010-2012
DUSHANBE, September 15, 2010, Asia-Plus -- In 2010-2012, the government will allocate 4.51 billion somoni for construction of facilities that are funded from national budget, according to the Ministry of Economic Development and Trade (MEDT).

The source at a MEDT says that nearly 60 percent of this amount, or more than 2.7 billion somoni, will go to funding the construction of the Roghun hydroelectric power plant.

The remainder will be distributed to health, educational, agrarian and transportation sectors as well as housing and communal services, culture, sports and water supply development.

Compared to 2010 the centralized capital investments will rise 26.9 percent in 2011 and 30.9 percent in 2012, the source added.

Priority is given to construction of productive facilities (industry, energy, agriculture and transportation) that provide continuous economic growth.

Over the report period, an overall space of 2.2704 million square meters in residential buildings, general educational schools to accommodate 47,699 pupils and hospitals with a total of 782 beds will be made available. Besides, 83.9 kilometers of water pipelines, 41.5 kilometers of sewerage system and 17.3 kilometers of gas pipelines will be constructed in 2010-2012.

15 new facilities to be finished in Dushanbe by Independence Day
DUSHANBE, September 4, 2010, Asia-Plus -- A new nine-story apartment building was put into commission in Dushanbe’s Zarafshon-2 area on September 2.

Shavkat Saidov, a spokesman for the Dushanbe mayor’s office, told Asia-Plus that some 14 million somoni had been allocated from the city budget for construction of that 108-aprtment block.

In all, 15 new facilities for a total amount of some 51 somoni will be put into commission the city by Tajikistan’s Independence Day, the spokesman said.

Tajikistan marks its Independence Day on September 9.

Tajikistan Infrastructure 2010 takes place in Tajik capital in October
DUSHANBE, September 24, 2010, Asia-Plus -- Exhibition company Iteca Osiyo plans to organize five international exhibitions at the Kokhi Borbad State Complex in Dushanbe from October 14 to October 16 and four of them will be held within the framework of Tajikistan Infrastructure 2010, according to the Iteca Osiyo press service.

The main objective of the exhibitions is in demonstrating development of economy and investment potential of Tajikistan. Construction and energy companies as well as industrial enterprises and pharmaceutical companies will put on display their achievements at the fair.

Tajikistan Infrastructure 2010 is organized under support of Tajikistan’s ministries of economic development and trade, energy and industries, transport and communications, agency for construction and architecture, main geology directorate and chamber of commerce and industry.

Tajikistan Infrastructure 2010 is expected to provide a platform for exhibitors to showcase their products and services. Senior representatives from related sector will visit the exhibition and exhibitors include manufacturers, exporters, dealers, suppliers and government institutions involved in the supply, installation and services for the infrastructure development.

First dialysis machine installed at hospital in Khujand
KHUJAND, September 30, 2010, Asia-Plus -- The first dialysis machine has been installed at city hospital # 1 in Khujand, administrative center of Sughd province.

The Sughd health directorate head Dalil Toshmatov says the dialysis machine has been purchased for 400,000 somoni provided from the Sughd regional budget.

Dialysis machine filters a patient's blood to remove excess water and waste products when the kidneys are damaged, dysfunctional, or missing. The dialysis machine itself can be thought of as an artificial kidney. Inside, it consists of more plastic tubing that carries the removed blood to the dialyser, a bundle of hollow fibers that forms a semipermeable membrane for filtering out impurities. In the dialyser, blood is diffused with a saline solution called dialysate, and the dialysate is in turn diffused with blood. Once the filtration process is complete, the cleansed blood is returned to the patient.

IRS delegation attends IBTTA meeting in the United States
DUSHANBE, October 4, 2010, Asia-Plus -- A delegation of the Innovative Road Solutions (IRS), which operates the Dushanbe-Chanak highway, is attending the final meeting of the International Bridge, Tunnel and Turnpike Association’s (IBTTA) 2010 Education Series: Operating and Maintaining Your Toll Facility – Where the Rubber Meets the Road, according to IRS.

The meeting kicked off in Raleigh, North Carolina (USA) on October 3 and runs trough October 5.

The meeting has brought together more than 300 delegates to discuss how engineering, design, maintenance, operations, and security roles have come together to address the challenges of operating modern, sustainable, technologically advanced and economically viable toll facilities.

The IRS representatives conducted fruitful negotiations on exchange of experience and introduction of new technologies with representatives from Wilbur Smith Associations, PBS&J Company, TRMI System Integration, IBI Group and the United States Road Maintenance Department on sidelines of the meeting, the source said.

The International Bridge, Tunnel and Turnpike Association (IBTTA) is the worldwide alliance of toll operators and associated industries that provides a forum for sharing knowledge and ideas to promote and enhance toll-financed transportation services.

We will recall that the Dushanbe-Chanak highway was upgraded by Chinese companies and paid for with a $281.2 million loan from China. The Tajik government announced that in order to repay the loan the highway would become a toll road and a toll would be collected for using the highway starting on April 1. IRS that operates the toll road is exempted from paying 17 types of taxes.

Feasibility study for Dushanbe-Tursunzoda road rehabilitation project to be finished by November
DUSHANBE, October 15, 2010, Asia-Plus -- Feasibility study for the Dushanbe-Tursunzoda-Uzbekistan border road rehabilitation project will be finished by November, Nizom Hokimov, the director the road rehabilitation projects implementation unit, announced at a news conference in Dushanbe on October 14.

The Asian Development Bank (ADB) has provided a US$650,000 technical assistance grant and the government has contributed US$150,000 for conducting the feasibility study, Hokimov said, noting that a total cost of the project I US$171.2 million.

The two-lane, 61.5-kilometer road is the main highway linking Dushanbe and the district centers in Hissar Valley to Uzbekistan. It is part of the Transport Corridor III connecting Russia, Middle East and South Asia, one of the six priority transport corridors identified under the ADB-supported Central Asia Regional Economic Cooperation (CAREC) Program.

According to Hokimov, the section of the road from Dushanbe to Tursunzoda will be upgraded into four-lane highway, 25 meters in width, while the section of road from Tursunzoda to Uzbekistan border will be a two-lane highway, 15 meters in width.

He also noted that a six-kilometer section the road from the Abu Ali Sino monument in Dushanbe to the western gate of the Tajik capital would be reconstructed due to funds provided by the European Bank for Reconstruction and Development (EBRD). The cost of this project is 27 million U.S. dollars.

The Dushanbe-Tursunzoda-Uzbekistan border road rehabilitation project is aimed at developing an integrated and efficient road transport link between Dushanbe and Uzbekistan border.

Tajikistan’s construction market not seriously affected by global financial market
DUSHANBE, October 19, 2010, Asia-Plus -- The global financial has not seriously affected Tajikistan’s construction market, Abduvali Komilov, the director of the Committee for Construction and Architecture under the government of Tajikistan, announced at a news conference in Dushanbe on October 18.

According to him, an overall space of more than 512,000 square meters in residential buildings has been made available over the first nine months of this year, which is 39,000 square meter more than in the same period last year.

“More than 3,500 construction companies now work in the country’s construction market,” said the director, “The most successful of them is Tojksomonsokhtmon.”

The global financial crisis has resulted in prices of building materials dropping and many companies have stored up building materials, using this opportunity, he stressed.

Komilov added that the National Public Library, the National Museum, the Serena Hotel Dushanbe, the Somoni Hotel and Children’s Park in Dushanbe would be finished by the 20th anniversary of Tajikistan’s Independence that would be marked on September 9, 2011.

Emomali Rahmon gives start to construction of Sangtuda-2 dam
DUSHANBE. November 29. Asia-Plus - Yesterday Tajikistan President Emomali Rahmon took part in the damming of Vakhsh River for construction of Sangtuda-2 hydropower plant and its dam.

Speaking at the damming ceremony President Rahmon said that constructors have managed to fulfill 90% of works on main and auxiliary facilities of the given hydropower station, Tajikistan President’s press service reported. He added that installation of hydromechanical equipment is also under way.

“Currently more than one thousand experts, including designers, engineers and constructors from Tajikistan and Iran, are working and performing their duties at the construction site of this vital facility,” President Rahmon said. “There is only one step left before this hydropower facility is commissioned and as soon as it becomes operational Tajikistan will be able to increase annual production of energy by 1bln (KWt/hour). This will play significant role in providing electricity during autumn-winter period.”

Rahmon noted that a series of principal works worth more than 1bln Somoni ($225mln USD), joint investments of the Islamic Republic of Iran and Tajikistan’s Government, have already been completed since the beginning of the construction of the hydropower station.

Tajikistan’s President stressed that the Government of Tajikistan plans to erect at least ten small and medium hydropower plants in the future and “we are planning to use your experience and skills and attract you, constructors of Sangtuda-2 HPP, to construction of these facilities,” he said.

“Those difficulties that people of Tajikistan face for many years due to shortages and lack of energy in autumn and winter period obliges us to undertake all possible efforts to remove all possible difficulties. On the other hand, currently reducing reserves of fuel (hydrocarbons), rising prices for oil and gas at the global market and rising demand for energy, hydropower energy, requires more effective development and expansion of energy sector,” President Rahmon said. “Additionally, Tajikistan is one of the main founts of glaciers and sources of clear water. It possesses 60% of Central Asia’s water resources and just like other nations of the region we have the right to use this natural resources. According to sustainable standards and norms of international law, acknowledged by the international community, and which are published and registered in hundreds of international papers, and in line with the global practice, natural resources and resources located on the territory of any country belong to this exact nation, people and sovereign state.”

“I’d like to stress once again that this is the right of the people of Tajikistan and it does not bear any negative impact on the environment of the region or water balance. Quite the contrary, it will give a significant stimulus for the development of hydro energy and economic sectors in the region,” President Rahmon said.

“Experts say that Sangtuda-2 hydropower plant, the fifth hydropower station on Vakhsh River, has a very suitable location from technical, project and economic point of view. As a supporting hydropower facility it can operate using water resources of Baipazinskaya and Sangtuda-1 hydropower plants and will not affect reduction of water flow in Amudarya River,” Tajik President said.

Emomali Rahmon noted that in late October this year energy supply in the republic was limited to 10 hours a day. This means that Tajikistan is still facing energy shortage and this situation requires expansion of works at the given facility using all possible opportunities. There is a need for specific decisions to overcome energy shortages and achieve one of strategic goals – energy independence.

“I hope this important facility will become operational before our remarkable national holiday, 20th anniversary of Tajikistan’s independence,” Tajik leader has said.

Information: The construction of Sangtuda-2 HPP was officially launched on February 20, 2006. The construction of the 220MWt Sangtuda-2 HPP is the joint Tajik-Iranian project. Iranian Sangob is the contractor general of the given project. The Government of Iran allocated a $180mln credit for the construction of the given facility, which is expected to become operational till the end of 2011. Sangtuda-2 HPP will be the property of Iran for 12.5 years. Sangtuda-2 HHP is the lower footstep of the Sangtuda hydro energy knot (Vakhsh River) and operates simultaneously with Sangtuda-1 HPP using gates of Nurek reservoir and allowing to use daily regulation of the water flow and cover tough winter loads.

Bridge project reconnects thousands in Rasht Valley to service centers


Friday, January 14, 2011 - The Asian Development Bank (ADB) announced on Friday the completion of a pivotal bridge in the Rasht region that will re-connect thousands of residents to vital service centers.

The Yangolik Bridge, which was destroyed in a 2006 flood, now links residents from Tajikibad and Rasht to markets and schools, the Tajik news service Avesta.tj reported on Friday.

“The new bridge improved access for about 47,000 rural people to markets, education, health and other social services, ADB Tajikistan director Joji Tokeshi said on Friday.

“People are now enjoying reduced travel time, decreased transport costs and improved safety,” the AsiaPlus.tj news agency reported Tokeshi as saying.

Reconstruction of the 780-foot bridge under the “Sustainable Access for Isolated Rural Communities Grant Project" was financed by a $2 million grant from the Japan Fund for Poverty Reduction, with the Tajik government attributing an additional $240,000.

The bridge is located nine miles from the center of the Rasht Valley.

As part of the construction project to repair the bridge, the ADB also undertook the reconstruction of feeder roads to the bridge as well as eight miles of rural roads in the project area, Avesta.tj reported Tokeshi as saying.

The ADB has also trained local Tajiks in road and bridge maintenance.

The Rasht Valley was closed off for over a month in September after fugitive Islamist militants escaped a high-security prison in Tajik capital Dushanbe and fled to the eastern region of the country.

Dushanbe sports complex construction to begin in March
Wednesday, January 05, 2011 - The mayor of Dushanbe is urging local officials to finalize plans for the capital’s new sports complex to allow construction to begin in March, the mayor’s office announced on Wednesday.

City officials are planning to build the sports complex in the Firdavsi section of the capital, near the Sultoni Kabir market. The complex is slated to be spread over 3 acres and include a pool, the Tajik news agency Avesta.tj reported mayoral spokesman Shavkat Saidov as saying on Wednesday. No additional details were available.

The construction of the complex is part of a city-wide redevelopment plan to bring more modern buildings and facilities to the capital.

In addition to the sports center, the Dushanbe mayor Mahmadsaid Ubaidulloyev, has allotted 3 million somoni to build soccer fields throughout the city.

“This year, the municipal government plans to construct nine modern Astroturf soccer pitches in different areas of Dushanbe,” mayoral spokesman Saidov said.

36km road can link Pakistan, Tajikistan
LAHORE (PPI) - Federal advisor on textile, Dr Mirza Ikhtiar Baig, during a meeting with the Foreign Minister of Tajikistan Hamrokhon Zarifi in Dushanbe, has stressed the need for a road link to facilitate the trade between Pakistan and Tajikistan, as from Chitral, only 36km road can link Pakistan with Tajik border. He also requested to reduce the landing charges of the airlines for Tajikistan enabling PIA and other airlines to operate to Dushanbe.

Tajikistan 'suspends resettlement' around dam


ALMATY - TAJIKISTAN has halted resettling tens of thousands of villagers while experts determine the economic viability of a controversial hydro-electric power plant, a World Bank official told AFP.

"I can confirm that the Tajik authorities have suspended the resettlement," Theodore Ahlers, World Bank director of strategy and operations in Europe and Central Asia, told AFP in the bank's Central Asia office in Kazakhstan.

"The Tajik authorities have agreed to cease any further resettlement from the proposed reservoir area until there is a resettlement framework," he said.

The Rogun dam project, 110 km southwest of Dushanbe, was conceived in 1989. The project stalled after the 1991 breakup of the Soviet Union but has now been revived.

Czech company to ship equipment to Tajikistan for 5 small hydropower plants
Czech company, Victoria Project, is expected to ship equipment for five small hydropower plants to Tajikistan until September this year.

According to Tajikistan's Chamber of Commerce and Industry (CCI) press office, this issue was discussed here Monday during a meeting of the CCI head Said Sharif with the Victoria Project director general Jan Cecil.

Mr. Cecil reportedly noted that shipment of the equipment from the Czech Republic to Tajikistan had already begun and construction of those small hydropower plants would be finished by the 20th anniversary of Tajikistan's Independence (September 9, 2011).

In addition to turbines for the small hydropower plants, a special tractor for cleaning canals will be also delivered to Tajikistan, the source said.

The company reportedly also plans to ship shop equipment and sectional container house to the country

Qatar Diar puts Tajikistan project out to tender


A Qatar real estate giant is inviting design tenders for phases two and three of a major mixed-use development in the Central Asian republic of Tajikistan.

The phases will include residential and commercial buildings with extensive retail and office space, Qatari Diar Real Estate Investment Company said in a statement.
