I think, the reason for the slowiness is, that they are still working on the underground floors and there appears alot of work to be done there.
They will pick up the pace, once all the underground floors will be completed.

From the photos I took two weeks ago, you can see, they added two core floors (the formwork climbed up by two floors).

I wouldn't say its a complicated building, more like there are some complicated requirements to the below ground floors (connection to the rest of the site) and possibly wrongly chosen method of construction which made the process longer then it should have been (likely on purpose because the developer wanted to pass some time (several years as it turned out) before making up his mind.
Just to remind everyone, Sarona tower is not less complicated (perhaps even more) and it didn't take nearly as much time as this one.

The three top underground floors are considered to be the most complex stage of the construction process. It's where most of the hotel services and public function will be situated. And now they're finally reaching to this stage.
