Innovation and industrial cooperation center opens in Tashkent



Inha University in Tashkent (IUT) opened the Center for innovation and industrial cooperation for the development of the university cooperation with local and foreign IT-companies, according to IA “Jahon".

The center has been established to enhance the research and innovation potential of the university, to ensure the commercialization of scientific research and intellectual activities, to create conditions for students to develop professional skills, including through their involvement in the process of software elaboration, transfer of innovative products and services to the domestic and foreign markets.

As noted, the university trains specialists in two directions - the computer and software engineering, including the creation, modification, processing, transmission, storage, analysis, and control of data, as well as their application.

One of the main activities of the Center will be the support of student’s startups (initiatives). The center will advise students on the creation and management of start-ups and will conduct their examination with the assistance of external experts. They will also be able to obtain financial, legal and technical support, as well as recommendations and advices from leading experts of IT-sector.

Представители деловых и научных кругов Южной Кореи, а также IT-бизнеса и государственных органов Узбекистана обсудили вопросы развития информационно-коммуникационных технологий на Узбекско-корейском IT-форуме в столице. Мероприятие прошло в понедельник в Университете Инха в Ташкенте при поддержке Министерства по развитию информационных технологий и коммуникаций Узбекистана. Помощь в организации форума оказали компании LG CNS, Samsung и KT.

Корейскую делегацию возглавил исполнительный директор и председатель SkyLake Investments Чин Тедже, который несколько лет возглавлял Министерство информации и коммуникации Республики Корея и долгие годы работал главой Samsung Electronics. В состав делегации вошли также советник корпорации LG, член правления Корейского исследовательского фонда и председатель Исследовательской ассоциации в области нано-технологий Хи-Гук Ли, профессора Сеульского национального университета, Университета СангКюнКван и Поханского университета науки и технологии.

«Узбекистан активно включился в процесс по масштабному внедрению современных технологий в жизнь общества», — отметил на форуме министр по развитию информационных технологий и коммуникаций Узбекистана Хуршид Мирзахидов. «Наша страна поставила перед собой цель — в короткие сроки создать надежную инфраструктуру „Электронного правительства“, которая позволит вывести взаимоотношения между государственными органами, населением и предпринимателями на качественно новый уровень».

Правительством реализуется Комплексная программа развития Национальной инфокоммуникационной системы Узбекистана на период до 2020 года, включающая программу развития инфраструктуры связи (17 проектов), а также программу по созданию системы «Э-правительство» (28 проектов).

Сотрудничество в сфере ИКТ является одним из ключевых направлений стратегического партнерства между Узбекистаном и Южной Кореей, отметил министр. В 2014 году был открыт Университет Инха в Ташкенте, в прошлом году было запущено СП LG CNS Uzbekistan, которое осуществляет реализацию проектов по разработке информационных систем и программных продуктов для системы «Э-правительство» и реального сектора экономики.

На первой сессии форума с участием представителей бизнеса было обсуждено развитие сотрудничества между Узбекистаном и Республикой Корея в области ИКТ и подготовки IT-специалистов. Особое внимание было уделено вопросам эффективного взаимодействия бизнеса и образовательных учреждений. Опытом разработки программного обеспечения в Узбекистане поделился заместитель директора узбекско-корейского СП LG CNS Uzbekistan Джи Вук Ким.

На отдельной сессии с участием представителей органов государственного и хозяйственного управления Узбекистана рассматривались такие вопросы, как политика государства в сфере развития ИКТ, важность ИКТ для национальной экономики и создание венчурных фондов. Участники ознакомились с этапами развития ИКТ в Республике Корея и обсудили технологические и бизнес-тренды мировых лидеров IT-рынка.

В рамках форума Университетом Инха в Ташкенте и представителями бизнеса Узбекистана и Республики Корея был подписан Меморандум о взаимопонимании по созданию при вузе Консультативного совета. Совет будет предоставлять университету консультации и рекомендации во всех сферах, включая исследования, проекты технического и финансового содействия, инвестиционные проекты. Члены совета также будут оказывать помощь университету в повышении качества образования и формировании в Узбекистане образовательной среды на уровне мировых стандартов.

Wang Peng: Huawei is making a significant contribution to the development of ICT in Uzbekistan



UZREPORT TV channel has organized a press conference with CEO of Huawei Tech Investment Tashkent Wang Peng. At the event, they talked about the company's activities in Uzbekistan and its further plans on development of cooperation with various institutions of our country.

Over 15 years of experience in the Uzbek market, Huawei has established close cooperation with major telecommunication operators in our country. At the press conference, it was reported that today over 65% of the population use communication services based on equipment of the company. According to reports, it has helped to reduce electricity consumption by domestic operators by 21%. Many of the participants of the press conference were concerned with the question, what is the secret of its success?

"Last year, Huawei's investment in R&D (research and development) amounted to more than $9 billion. And over the last ten years investments in R&D exceeded $37 billion, and in the future, Huawei plans to annually allocate a minimum of 10% of revenue on R&D," said CEO of "Huawei Tech Investment Tashkent".

Wang Peng also said that Huawei Tech Investment Tashkent has more than 300 members, about 70% of them are citizens of Uzbekistan. He stressed that the company contributes to the development of ICT, education, energy, training. For example, the company has been cooperating with the Tashkent University of information technologies for almost 5 years. During this time, more than 100 domestic experts and students visited the headquarters of Huawei in China, where they exchanged experiences with their Chinese colleagues. The company is also planning to cooperate in training with the University of Inha in Tashkent city.

"Why we invest in youth? Firstly, the youth of Uzbekistan are very talented, and secondly, we believe that this youth, having the skills offered by our company will grow further and successfully implement various projects. Today in the world there is a tendency that when an international company is helping young professionals to develop and improve. And our main goal is to assist youth in mastering the most current knowledge at the international level", - noted the Director on public relations of LLC "Huawei Tech Investment Tashkent" Davron Azizov.

The participants of the press conference also talked about the company's gadgets – smartphones, smart watches, fitness trackers and more. As noted by the representatives of Huawei Tech Investment Tashkent, the company has the lowest indicator of the number of user requests in service centers, which indicates the high quality of products. In the near future, the company will present at the Uzbek market a number of new products for the most demanding tastes.

В конце прошлого года абонентская база Beeline в Узбекистане насчитывала 9,9 миллиона.




Количество мобильных абонентов оператора Beeline в Узбекистане по итогам первого квартала текущего года составило 9,5 миллиона, говорится в отчете группы «ВымпелКом». В конце 2015 года данный показатель составлял 9,9 миллиона.

Общая выручка компании в январе-марте составила 469 млрд сумов, что на 15% больше по сравнению с показателями такого же периода прошлого года. При этом выручка от услуг мобильной связи составила 465 млрд сумов (+15%), в том числе услуг передачи данных — 90 млрд сумов (+7%). Капитальные затраты составили 85 млрд сумов.

Показатель EBITDA (операционная прибыль до вычета износа основных средств, амортизации нематериальных активов и убытков, связанных с обесцениванием активов) вырос на 11% до 285 млрд сумов, маржинальность операций снизилась на 1,9 процентных пункта до 60,8%.

Среднемесячный счет на одного абонента (ARPU) составил в январе-марте 15,87 тысячи сумов, что на 23% больше, чем в аналогичном периоде прошлого года. Показатель MOU (количество использованных минут на абонента в месяц) составил 472 минуты против 498 минут в первом квартале 2015 года.

MTS sells its stake in UMS in Uzbekistan



SUE "Center of radio communication, broadcasting and television" and MTS signed an agreement to acquire shares of MTS in the authorized fund of JV LLC "Universal Mobile Systems" in the amount of 50.01% of the authorized fund. Thus, SUE "CRCBT” became the sole founder of mobile operator “Universal Mobile Systems".

As reported on the website of the Ministry for development of information technologies and communications of the Republic of Uzbekistan, MTS made a request to the Uzbek side on the issue of the sale of belonging shares in the JV LLC "Universal Mobile Systems" on a voluntary basis and confirmed the absence of any claims.

The report says that the decision of the founders will not affect the provision of mobile communication services. "Universal Mobile Systems" will continue its activities as an independent operator on the market of mobile communication on the basis of the previously issued licenses and will continue to service subscribers.

JV LLC "Universal Mobile Systems" was established by the Cabinet of Ministers of the Republic of Uzbekistan dated July 31, 2014 "On establishment of the joint venture Universal Mobile Systems for the provision of mobile services".

"Electronic government" system successfully develops in Uzbekistan



Pursuant to the decree of the President of the Republic of Uzbekistan from 27 June 2013 № 1989 “On measures for further development of national information-communication system of the Republic of Uzbekistan” large-scale work is today underway on the formation of information resources for the “Electronic government” system.

On 30 July this year, the United Nations published a new edition of "E-government survey". According to this document, the Centre for development of "Electronic government" system of Uzbekistan, in comparison with 2014 survey went up 20 positions, having taken the 80th position among 193 countries. Thus, our state is among the ten countries included in the list of countries with high developed figure, according to the official website of the Ministry of Finance of the Republic of Uzbekistan.

The researchers and editors of the document highlighted the importance of open data portal, launched in 2015 in Uzbekistan, its role in improving this index. As known, the Portal was launched on the basis of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan from August 7, 2015 No. 232 "On measures for further improvement of the governmental portal of the Republic of Uzbekistan on the Internet with regard to open data". To date, it comprises 1270 open data of 86 companies.

Huawei launches first Huawei Authorized Information and Network Academy (HAINA) in Central Asia



Huawei announced at ICTWEEK 2016 it was launching a new programme called HAINA, short for Authorized Information and Network Academy. The project will be implemented at the Tashkent University of Information Technologies and will help train high-quality ICT and telecoms specialists in Uzbekistan. The project, a first in Central Asia, will stand out for its specialised ICT Certification Centre under TUIT.

The Academy will bridge the gap between Information and communication technologies and young talented specialists aspiring to work and self-realise in this field. The project identifies the following goals: a) cooperation with the best Uzbek universities; b) joint training of talented ICT specialists; c) promotion of ICT industry; d) support for talented youth.

To this end, Huawei set up a high-end Smart-lab, seating 20 students. All servers and software were provided by the company under the Memorandum signed with TUIT on May 17, 2016.

‘By signing this memorandum, we set a target to prepare and hand over the Academy by the 25th anniversary of Uzbekistan’s Independence. I am proud we managed to honour our word and create a smart-lab for interactive ICT and telecoms classes. The Authorised Information and Network Academy is a not for profit partnership programme aimed at supporting universities and professional colleges in organising Huawei-certified courses for young specialists,’ said Wang Peng, CEO of Huawei in Tashkent.

Experts who have completed HAINA programme are offered to get certified with Huawei to continue and develop their careers in ICT. HAINA programme includes the following certification paths: HCNA/P-R&S, HCNA/P-WLAN, HCNA/P-Security, HCNA/P-Storage and HCNA/P-Cloud Computing.

The project will include educational sessions on:

1) IP networks, which focuses on creating and operating small and medium sized networks;

2) Network security for system security experts, which focuses on ensuring infrastructure safety.

3) IT networks, which focuses on expanding expertise and develop skills to create networks independently, using Huawei’s IT devices and equipment;

4) CT networks, with an online training on the latest developments in ICT.

Huawei and TUIT selected young teachers to hold 10 day specialised trainings in Almaty at the end of the month. After completing the courses, the specialists can teach at the Academy. The project offers trainings to teachers on the development of educational software, consultation on integrating training-centre on a regional scale, and project information exchange on an intragovernmental level.

Huawei Academy will open on September 19 at TUIT.

ICTWEEK Uzbekistan 2016 to take place from 19 to 23 September



A press conference dedicated to the start of the Week of Information and Communication Technologies ICTWEEK Uzbekistan 2016 took place in the capital. This year, the program of ICT Week comprises ICT Summit 2016, ICT Forum where experts will discuss the results and achievements in the field of national and international Internet products development, as well as the exhibition of information and communication technologies ICTEXPO 2016. ICTWEEK Uzbekistan is an annual event that serves to the development of information and communication sector in our country and contributes to the expansion of international cooperation in this direction.

Organizers and partners of ICTWEEK Uzbekistan 2016, including representatives of the Ministry for Development of Information Technologies and Communications of Uzbekistan, the Council of IT Association of Uzbekistan and others told the journalists about the week program, noting that all the events are aimed at demonstrating the features and benefits of the introduction of ICT in different scope of activities.

Summit on Information and Communication Technologies will open ICTWEEK. It will take place in plenary format on September 20. Traditionally, the Summit will bring together key actors of the ICT sector of the republic, as well as other countries which are interested in establishing contacts and partnership, discussing the latest achievements and exchanging views on topical issues of the industry.

ICT Forum is another event of the Week which should be paid attention to. Modular conferences, breakout sessions, workshops and discussions will be conducted in its framework. The agenda of the forum includes issues related to the digital economy, information security, and others.

The organizers have also talked about the format of ICTEXPO 2016. This exhibition will be held in Tashkent and Namangan with participation of 150 exhibitors and gather about 35 thousand visitors. The exhibition is divided into several thematic directions - mobile communications, Internet, telecommunications, e-government and e-commerce.

The week program also includes a number of other events. The final stage of the republican IT contest Intellect2All is also among them, which covers the most relevant trends of IT development.

International Forum "Media, Advertising and Modern Technologies" opens in Tashkent



The International Forum “Media, Advertising, and Modern Technologies” took off in Tashkent today.

The Forum’s participants will discuss a number of crucial issues concerning the current development of media, advertisement and marketing. Huawei sets the trend for cloud technologies in Uzbekistan



Huawei Tech Investment Tashkent LLC Foreign Enterprise is organising the International Uzbekistan Cloud Summit 2016 on November 10, 2016. As a foremost event, it brings together top specialists, analysts, and potential users to exchange information, experience and opinions about the most popular trend in ICT — Cloud Computing.

The participants will discuss how cloud technologies can help promote the efficiency, productivity and innovation in Uzbekistan. Cloud computing, which includes telecommunications, private, and public cloud systems, are seen as revolutionary technologies capable of shaping business telecommunications, the internet, and most of industry markets.

Ministry for development of information technologies and communications hosts meeting with A-WEB Secretary General



On 1 December, the Ministry for development of information technologies and communications held a meeting with the delegation of the Republic of Korea headed by the Secretary General of the Association of World Electoral Bodies (A-WEB) and the National Electoral Commission of the Republic of Korea Kim Yong-hi.

During the meeting, the delegation was acquainted with the state and prospects of development of e-government and modern information and communication technologies in general, as well as the process of forming a database of businesses and individuals.

In particular, the guests were provided a detailed information on the measures taken for the implementation of information technologies in the process of formation of civil society in the country, the implementation of impact assessment system of the legislation, and more.

An intensive work is currently ongoing in the country on further development of ICT, its effective implementation in government and public life. The development of e-government as an important factor in improving people's welfare and economic growth of the country is one of the main priorities of the state policy of Uzbekistan.

Interview with Mr. Wang Peng, Director General of Huawei Tech Investment Tashkent

Director General of Huawei Tech Investment Tashkent Wang Peng, in his interview "Huawei: 16 years in the Uzbek market for the development of the ICT industry" has summarized the year 2016 and outlined the prospects for the near future of technology development in Uzbekistan.

— Mr. Wang, could you please sum up the passing year for Huawei in Uzbekistan?

— If to speak in two words, I can designate the 2016 as a dynamic, competitive, successful and fruitful for the company Huawei.

As for the details, I would like to mention the following work that we have done this year. First and foremost, over the past 15 years that our company has been operating in Uzbekistan, we have designated our office with a Huawei logo. Now, walking through one of the central streets of Tashkent, you will not pass without noticing the Huawei logo.

As you know, our company operates in three key business areas, such as the "carrier" (mobile operator), "enterprise" (corporate clients) and "consumer" (manufacture and sale of mobile phones and smartphones). This year we managed to make contact with our partners, mobile operators in the country, and start a new cooperation strategy in strengthening our presence in the market of Uzbekistan.

We held a series of international and regional summits and forums with the participation of representatives of mobile operators, where we invited the best international experts from all over the world, so they could share their experiences and knowledge. The "Mobile Broadband" summit (dedicated to the development of mobile Internet) and "Cloud Summit" (dedicated to the development of cloud technology) has aroused great interest among our partners. Next year we want to continue this tradition and try to reach a larger number of partners from different fields of information and communication technologies.

Speaking about the corporate segment, I would like to emphasize that the decisions and technology that we provide to large and medium corporations, including public companies, does not concede to brands who have been working in this direction. In contrast, we easily adapt to customer requirements and proceed from the desires and needs of the customer. As for the prices, our offers could be more attractive than others, but this does not mean that, if cheaper, then the quality is worse. The quality of our services, products and solutions is improving year-by-year and in some parts surpasses European and American brands. The main credo of the company Huawei is to be customer-oriented and work with them to develop the market of telecommunications.

Terminal business, in other words — smartphones and various mobile devices of users have drastically changed their face this year. Our science laboratories have finally entered the world level, and our devices are becoming increasingly attractive worldwide. Stars such as Lionel Messi, Henry Cavil and Robert Lewandowski proud to become the faces of the Huawei brand in various countries around the world.

In Uzbekistan, we have chosen a similar character, positive celebrity, who has reached not only local but also global recognition — FIFA referee, best Asian Cup referee Ravshan Irmatov. Our slogan "Make a Fair Choice" is associated with a fair decision of the referee during a football match, which plays an important role and makes any match colorful and more attractive. We have no doubt on the justice of Mr. Irmatov, I think that the people of Uzbekistan support our view.

— Speaking about the development of the ICT industry in Uzbekistan, how do you delineate the Company's role in this sector?

— Huawei always adheres to the idea of long-term and trustful cooperation. We are always ready for open dialogue and difficulties of the market, which we can overcome only by joint efforts. In Uzbekistan, people say that the future belongs to the younger generation. This phrase has a lot of sense and truth. Based on this, I want to note that the company Huаwei pays special attention to the support and development of young talents and professionals of the ICT sector. This year we signed a Memorandum of understanding with two institutions: the TUIT and INHA. We have opened the Academy Huawei called HAINA in the world. We actively promote the idea of cloud technology, the development of broadband access, solutions for safe cities, the digitization of Uzbekistan and the development of data centers. The development of these technologies and solutions in the country will help to lift such areas as: E-education, E-Commerce, E-health and, of course, E-government. The creation and development of these platforms will be directly connected with the development of economic potential of Uzbekistan and well-being of the population, as the worldwide ICT development is directly linked to GDP growth.

We want the market economy of Uzbekistan to develop, this will expand the market of information technologies and communications, where such companies as Huawei, will be able to invest more and grow with the growth trend of this sector.

In addition, I would like to mention the project "Media Tour" for journalists in Uzbekistan. For the first time in the history of the company, and I think, in the history of the media industry of the country, Huаwei was able to gather representatives of all branches of the media in a single group. A group of 9 people was able to visit the headquarters of Huawei and to get acquainted with the latest technologies and solutions of information technology. We were able to invite journalists in cities such as Beijing, Shanghai and Shenzhen, where active scientific research centers of the company are engaged, where they visually saw and tested the Huawei products. I think this experience has helped the journalists, and us. We have proved and demonstrated how global Huawei has become, and how openly and closely we communicate with the media.

— Usually we don't like to talk about plans for the future, we better do them and show how we are committed to the development of the ICT market and telecommunications in Uzbekistan. In 2016, Huawei was recognized as the "most innovative", then in the new year, we must comply with this vocation. In each of the three business areas of the company we want to promote innovative solutions based on the requirements of our customers and users. Many changes have happened in both political and economic life in Uzbekistan over the past year. I think Huawei will follow the specified course by the leadership of the country and will do everything possible to help the development of information technologies, which will contribute to improving the lives and well-being of the population of this beautiful country as Uzbekistan. Our main motto is to make a more interconnected world, including Uzbekistan.

Uzbektelecom dips prices for Internet services for providers up to $91.5



Uzbektelecom reported a tariff decrease for Internet services (external channel) for providers of Uzbekistan to $91,50 per 1 Mbps, starting from 21 December 2016.

In 2016, the tariffs were reduced twelve times. From $156,24 on 13 January to $91,50 per 1 Mbps on 21 December.

In 2015 the prices went down seventeen times. From $259.29 in January to $157.60 per 1 Mbps in December.

Uzbektelecom reduces internet provider tariffs to $80.94



Uzbektelecom announced it reduced on February 16 its internet rates for Uzbek providers to $80.94 per 1 Mb/s.

This is the fifth tariff reduction this year. The rate first dropped on January 1 to $91.07, followed by a second cut on January 6 to $87.14, a third cut on January 10 to $86.85, and a fourth dip on February 2 to $86.11.

Last year, the tariffs were reduced twelve times: from $156.24 in January to $91.50 in December.

Huawei solutions: From digital transformation to development of broadband access in Uzbekistan

Расширение интернет-узла, «настоящие» мегабиты и доступные цены — «Узбектелеком» объявил о начале трансформации и пообещал превратиться из монополии в «настоящего бизнес-партнера».

енеральный директор «Узбектелекома» Фарход Розиев объявил о начале трансформации национального оператора телекоммуникаций, представив проект «Трансформация-2020».

В ближайшие семь месяцев запланировано расширение международного интернет-узла в 10 раз, заявил Фарход Розиев, выступая на конференции Министерства по развитию информационных технологий и коммуникаций #MITCROADMAP2018 в Ташкенте во вторник.

«Это позволит свободно расширять интернет-каналы по мере роста потребностей, а также снизить себестоимость за счет объема. Мы модернизируем ключевые узлы сети передачи данных для исключения узких мест и перегрузок», — сообщил Фарход Розиев.

«Узбектелеком» примет «самое активное участие» в процессе упрощения законодательных требований к узлам детализации трафика, пообещал глава компании. Национальный оператор начнет активно разворачивать кэш-серверы, чтобы локализовать международный интернет-трафик. Для пользователей Узбекистана это сократит время загрузки популярных ресурсов, для операторов — снизит расходы на оплату международного трафика и обеспечит рост локального интернет-трафика.

«Мы знаем о том, что нас думают простые граждане, бизнес и операторы». Глава «Узбектелекома» показал несколько «наиболее приличных» комментариев пользователей.

«Мы начали работу по расширению охвата скоростным интернетом по республике, в том числе через мобильную связь нового поколения, — рассказал Фарход Розиев. — Мы физически не успеем охватить всю республику за такой короткий период, но постараемся задать стремительную динамику».

Он также заявил о подготовке «революционного формата интернет-услуг». «Мы не обещаем сразу 20−30−50 мегабит в каждую квартиру. На это потребуется больше времени. Но это будут „настоящие“ мегабиты — не на бумаге, а на деле, новые доступные цены, обновленный пакет услуг и максимально упрощенная логика тарифов».

Фарход Розиев анонсировал «большую реформу» системы обслуживания клиентов: «Неприветливые сотрудники в офисах продаж, требования огромного количества непонятных документов, дни и недели ожидания подключения — все это оставим в прошлом. Мы предложим новый упрощенный и комфортный формат обслуживания».

«Не всегда отношения с местными операторами у „Узбектелекома“ складывались гладко, — признал руководитель компании. — Да, мы все еще государственная монополия, но мы прекрасно понимаем, что „Узбектелеком“ не справится с задачей развития интернета в одиночку. Мы готовы активно сотрудничать. Обещаю, мы преобразим „Узбектелеком“ из монополии в настоящего бизнес-партнера для операторов Узбекистана».

Фарход Розиев объявил 22 мая началом обратного отсчета срока реализации озвученной «дорожной карты».

«Мы начинаем с решения „самой абонентской“ проблемы. Несколько дней наши инженеры упорно трудились и устранили проблемы со Skype, Viber, WhatsApp и другими голосовыми приложениями, — заявил глава „Узбектелекома“. — Теперь все это работает — можете пользоваться!»

Число участников конференции превысило 400 человек. Среди гостей — представители министерств, ведомств, бизнес-сообщества, мобильные операторы, интернет-провайдеры, резиденты Mirzo Ulugbek Innovation Center, студенты Ташкентского университета информационных технологий и Университета Инха в Ташкенте.

Internet speed in Uzbekistan reaches 140 GB/s



The internet speed today reaches 140.034 Gbit/ s, which is 1.5 times more than in early 2018.

IT Minister Azim Ahmedhajaev held a meeting of the board on July 2. The meeting summed up the results of the ICT sector for the first half of 2018.

As part of activities within the implementation of investment projects, 690 km of fiber-optic communication lines were laid in the period under review, 1004 base stations were installed and put into operation, including 483 – on 3G and 4G LTE technology.

In the period under review, the growth of services rendered by enterprises of the sphere compared to the same period last year amounted to 118.9%.

The internet speed today reaches 140.034 Gbit/ s, which is 1.5 times more than in early 2018.
