Economic managers flag fiscal risks

MANILA, Philippines — A Supreme Court (SC) ruling which increases the internal revenue allotment (IRA) share of local government units (LGUs) has been flagged by economic managers as a risk to the country’s fiscal stability.

In its Fiscal Risks Statement 2020, the Development Budget Coordination Committee (DBCC) cited the SC’s decision on the Garcia and Mandanas consolidated cases on the computation of LGUs’ fair IRA share, as one source of fiscal risk for the government.

The SC ruled that the computation of IRAs should consider all national taxes, and not just internal revenue collections of the Bureau of Internal Revenue (BIR).

These include collections by the Bureau of Customs, taxes collected in the Autonomous Region in Muslim Mindanao, taxes collected from the exploitation and development of national wealth and excise taxes from tobacco products, among others.

The Supreme Court said the adjusted amounts should be given to the LGUs starting with the 2022 budget cycle.

Earlier, the National Economic and Development Authority (NEDA) said the adjustment is estimated to increase the IRA to P300 billion starting 2022.

Mechanization is good as long as the scale of farming is big. Small farmers cannot sustain using mechanized farming tools as using them incurs large costs. Until farmers form coops and get support from government, rice sustainability of our country remains vulnerable. Di ba nag rebase sila ng GDP. Ang Pinas hindi pa nag rebase. I think para makakuha ng cheap loans yan. Let them be.
^^ next year ata tayo mag rrebase, correct me if im wrong. hopefully magkaroon din ng remarkable increase ng GDP natin next year after rebasing.

that inflation is a sham, instead of raising the price they just keep making things smaller and smaller. Just look at the can of sardines, the price is the same but if you look at the content it use to have four sardines now there's only three. Next time there'll be only two.

That’s a good development. And with Dar eyeing to implement a rice subsidy policy, rice could get even cheaper for the consumer while not affecting the farmer
Please explain how you think the opposing factors could be reconciled: rice farmers getting a higher buying price of their un-husked rice and profit vs rice prices getting cheaper? That's a very troubling claim of yours, IMO.

Kasalukuyan nilang ginagawa ang rebasing.... kaya para silang nag aanticipate na maungusan ang Pinas sa GDP.... sa tingin ko, di nila tayo maungusan kasi may rebasing din sa 2020.. sigurado ako na malaki ang epekto sa gdp natin kasi matagal na tayong walang adjustment.. pero di naman dodoble gaya ng nigeria.

Yan din iniisip ko. Pag nag rebase tayo, malaki effect sa GDP, lalagpas ng 400B. Nasa 330+ na tayo, plus idagdag mo pa ang 2019 growth. Habang relatively "mababa" pa ang GDP, utang muna ng mas mura. We need all the "cheap" financing we can get.
