More info from the website:

The construction of a Ballina bypass as part of the Pacific Highway Upgrading Program was granted approval in 2003. Design and construction for the Ballina project is jointly funded by the NSW and Australian governments.

The initial works contract was awarded to RTA Road Services on 25 August 2006 with works commencing in October 2006.

The RTA is forming an Alliance comprising the RTA, Leighton Contractors, Maunsell AECOM, Snowy Mountains Engineering Corporation and Coffey Geotechnics to design and build the Ballina bypass.

Initial works for the Ballina bypass have commenced. The initial works are necessary to start stabilising the underlying soft soils in a manner of critical sections in preparation for construction of the bypass. Substantial construction, which is scheduled to commence following the completion of the initial works, will include:

Heavy plant and machinery.
Traffic changes.
Drainage.
Earthworks.
Pavement construction.
Bridge construction.
Work will be undertaken simultaneously along the project corridor.

At this stage the RTA has funding to finalise planning, land acquisition, completion of early earthworks and commencement of design.

It is expected that this work will be completed by mid 2008.

when is the the whole stretch from Newcastle to Tweed Heads expected to be complete?

In 1996 it was expected to be completed by 2006.

In 2006 it was expected to be completed by 2016.

In 2008 completion is now expected by 2022 I think(?)

This is the closest we've ever been, with firm alignments chosen for all upgrade sections and environment assessments either underway or completed for most. To be fair, my previous post does make things look a little worse than they actually are as the scope of the upgrades has changed to be more comprehensive - e.g. completely new alignments and complete grade separation where simple duplication would have sufficed earlier.

I think the Ballina Bypass will deserve it own thread like other major road upgrades. Thanks for your idea Brissy4me. This thread should have some construction updates in near future.

They has started placing construction sites at Ross Lane and Teven Road with fencing around them. According to the status should start earth moving works between Ross Lane Interchange and Cumbalum Way, and also constructing the 700metres bridge over Teven Road Interchange.

Opening dates

Ross Lane to Cumbalum by 2010.
Cumbalum to Bruxner Highway by 2012.
Cumbalum Way final stages by 2013.

I have always thought that around 2026 or soon after. If you estimate what has actually been built and and extrapolate forwards at the same rate you come to around 2026.

But this could change if both the Federal and State governments spend more money than they have been spending.

What I also wouldn't bet on is the the very, very long time that some of the remaining sections will remain in the planning or environmental assessment phase. Some have for nearly a decade - the Coffs Harbour bypass is an example - been in the planning stage.

Why do some sections remain in the planning/environmental assessment stage for so long?

'Planning stage' can just be a default for "we're not going to fund it yet because we're povvo/there's higher priorities/we're too busy arguing with the feds" - basically any stage that isn't yet construction.

The Coffs Harbour section is expensive, complex and low priority and a combination of those factors is why it has remained in the 'planning' stage for so long.

A Ballina is a pleasant township on the Northern NSW coast, about 3 hrs South of Brisbane. The Bypass is a desperately needed piece of infrastructure as the current Pacific Hwy goes through the middle of Ballina in a U shape resulting in slow traffic and congestion.

The ballina syndrome is spreading. It's a conspiracy I tells ya!

Anyway, ballina has a population of 100000 with a population growth of 2.5% and an expected population of 250000 by 2010.
