Heads of Uzbekistan and Turkey hold talks

President of the Turkish Republic Recep Tayyip Erdoğan paid a visit to Samarkand on November 17.

On November 18, Interim President of the Republic of Uzbekistan Shavkat Mirziyoev and President of the Turkish Republic Recep Tayyip Erdoğan visited the resting place of the First President of the Republic of Uzbekistan in the complex “Khazrati khizr” and paid tribute to the memory of Islam Karimov.

Later that day, the sides held talks in the Palace“ Forumlar majmuasi” in Samarkand.

Shavkat Mirziyoev thanked the Turkish President for the sincere condolences in connection with the passing of the First President of Uzbekistan. The visit of Erdogan in Samarkand and honoring the memory of Islam Karimov is an evidence of high respect of the people of Uzbekistan.

It is worth to note that Turkey was among the first to recognize the independence of Uzbekistan.

Uzbek and Turkish nations are inextricably linked by centuries of common history, common language and religion, shared values and similar customs and traditions.

Shavkat Mirziyoev noted that Uzbekistan considers Turkey as an important and long-term partner, is the supporter of strengthening the bonds of friendship between our peoples, development of cooperation based on mutual trust.

Recep Erdogan emphasized that Turkey considers Uzbekistan as its priority partner in Central Asia and noted the consistent maintaining of socio-political stability and continued economic progress in our country.

It was noted that the current level of cooperation between our countries does not correspond to existing opportunities and potential of Uzbekistan and Turkey, and this meeting is an opportunity for thorough exchange of opinions on prospects of development of our cooperation.

During the talks the sides discussed the issue of further strengthening of mutual trust between Uzbekistan and Turkey, they held an exchange of views on the organization of regular consultations between the foreign ministries, support in the framework of international organizations.

In the framework of the Organization of Islamic Cooperation Uzbekistan initiated the establishment of the International Research Center of Imam Bukhari in Samarkand. The sides expressed satisfaction with the support of this initiative by Research Centre for Islamic history, art and culture of the Organization of Islamic Cooperation, whose headquarters is in Turkey.

Turkey is one of the traditional and important trade partners of Uzbekistan. In 2015, the volume of mutual trade turnover amounted to $1.2 billion. It is expected that growth figures will go up in the current year. However, as was noted, these figures do not reflect the existing potential of our countries, noting that there are ample opportunities to increase the volume of trade by 2-3 times in the coming years.

As of today, some 500 Turkish companies operate in Uzbekistan. The volume of Turkish investments attracted into the economy of our country currently exceed $1 billion.

During the meeting, confidence was expressed that this visit will give a new impetus to the mutually beneficial contacts among business circles of both countries.

Another stressed issue was transport communications. The launch of the railway Baku-Akhalkalaki-Kars will be an important factor in solving such strategic issue, as creating a direct transport corridor linking both countries, development of the trade-economic partnership.

An agreement was reached on holding the next meeting of the joint intergovernmental commission early next year in Tashkent. It was decided to conduct the Uzbek-Turkish Investment Forum within its framework.

Uzbekistan and South Korea mark 25th anniversary of establishment of diplomatic relations

January 29th - a significant date in the recent history of the Uzbek-South Korean relations, because exactly 25 years ago, the two countries established diplomatic relations. Since then, the cooperation of the Republic of Uzbekistan and the Republic of Korea has been actively developing over the past years and has grown into a reliable strategic partnership based on genuine trust and respect.

Such successful collaboration and mutual understanding are due to historical factors - the Uzbek and Korean people have maintained close and friendly relations for centuries. They are rooted in the VII century, when the Ambassadors of Korean Koguryo dynasty visited our land. Visual evidence of this is on the walls of the ancient city of Afrosiab in Samarkand. In addition to the mentality and culture of our people, national traditions and values are also similar.

A landmark event in the annals of bilateral cooperation was the signing of a Joint declaration on strategic partnership in 2006 and Joint declaration on deepening and expanding strategic partnership in 2014. These basic documents identified promising areas of long-term cooperation between the two countries. In general, the legal base of relations account for more than 150 contracts and agreements of interstate, intergovernmental and interdepartmental nature.

At the present stage, Uzbekistan and South Korea support the regular political dialogue, within which from 1992 to 2015 they held 14 meetings at the highest level. The two countries are developing equal and mutually beneficial cooperation in many directions. Thus, the Republic of Korea is considered as one of the key partners of our country, a major investor, an active participant in the ongoing in Uzbekistan structural reforms and economic modernization programs, the expansion of production of competitive products, the increase of export capacity.

The positions and approaches of the two countries in regional and international politics are also similar. Moreover, there is an effective cooperation in the framework of international organizations - parties support initiatives and candidates of each other in international organizations. It maintains an ongoing dialogue in the framework of the Forum on Cooperation "Republic of Korea - Central Asia".

A key component of bilateral relations is cooperation in trade-economic, investment and financial spheres.

The Republic of Korea occupies one of the leading places in the list of major investment partners of Uzbekistan. The amount invested by South Korea investments in Uzbekistan's economy is more than $ 7 billion. The two countries have the most favored nation treatment in trade.

Currently, about 450 enterprises established with the participation of South Korean investors successfully operate in Uzbekistan, in such sectors as machinery, light industry, chemical and food industry, trade, metallurgy, health, transportation, tourism and other areas.

The financial and technical cooperation through the Export-import bank of Korea (Eximbank) and the Korea International Cooperation Agency (KOICA) are actively developing.

In April 2016, the Ministry of Foreign Economic Relations, Investments and Trade of Uzbekistan and Eximbank of South Korea signed a memorandum of understanding, which stated that the Korean will participate in co-finance of 10 investment projects worth more than 1.1 billion US dollars. In December last year, the loan agreements with the Eximbank of South Korea on the construction of a new modern passenger terminal in the airport of the city of Tashkent and the establishment of a national data center in the system "Electronic Government" were signed. At the same time, the sides reached an intergovernmental framework agreement on the implementation of projects under the economic development cooperation Fund (EDCF) of Korea for the period 2016-2018 years in the amount of $ 400 million. In general, five investment projects worth over US $ 2 billion with the involvement of long-term concessional loans of Eximbank of Korea are successfully implemented in our country.

Unique bridges between the two countries are the representatives of Korean nationality, who has been living in our country for 80 years. They are full and active members of our society, making a worthy contribution to the development of Uzbekistan, have their sits in the parliament, local councils of people's deputies, in the public administration, in all sectors of socio-economic life of the country. Since independence, some 300 representatives of the Korean nationality were awarded high state awards.

Today, perhaps there is no area where the two partners - Uzbekistan and the Republic of Korea would not have joint projects or programs. This very solid list is regularly updated with regular initiatives that put the bilateral relations to a higher level.

Without any doubt, based on the strong foundation of a quarter century of cooperation results, Uzbekistan and South Korea will continue mutually beneficial cooperation to reach new frontiers of the strategic partnership for the prosperity of friendly countries and peoples.

Uzbekistan and Pakistan to work together on railways

An official delegation from Uzbekistan, led by Foreign Minister Abdulaziz Kamilov, visited Pakistan on November 1–2. Kamilov and his retinue were received by Pakistan’s Prime Minister Imran Khan and held meetings with Foreign Minister Mahmood Qureshi as well as the host country’s top military brass. In the discussions with Pakistani officials, the Uzbekistani foreign minister proposed several ground-breaking initiatives, including a railroad connection between the two countries that would pass through Afghanistan (The New Indian Express, November 2).

The proposal to build a rail link to Pakistan came one month after Uzbekistan’s President Shavkat Mirziyaev traveled to India, on October 1. In Delhi, the Uzbekistani head of state invited his hosts to partner in implementing another trans-Afghan railway project, connecting the Afghan cities of Mazar-I-Sharif and Herat. Uzbekistan’s government pledged $500 million from its own funds for this important railway line, which, if realized, will become the shortest transit route to the Iranian port of Chabahar. The Indian government did not immediately agree, however, and is taking its time to consider the Uzbekistani proposal (The Hindu, September 28; Review.uz, October 30).

Trans-Afghan railway plans have existed for many years and currently are part of the Uzbekistani government’s new strategy of developing all-round cooperation with Afghanistan (see EDM, June 27, 2017; December 13, 2017). To facilitate trade, Uzbekistan’s authorities halved transit fees for Afghan railway coaches and trucks in addition to signing a landmark transit agreement with this country, allowing greater access for Afghan goods to Uzbekistan and other Commonwealth of Independent States (CIS) markets (Eadaily.com, January 24, 2018). Bilateral discussions on creating a free trade zone between the two countries have also begun (Podrobno.uz July 12).
