The meeting discussed the state and prospects of bilateral relations in the context of the implementation of the agreements reached during the contacts of President of Uzbekistan Shavkat Mirziyoyev and President of Turkmenistan Gurbanguly Berdimuhamedov.

Foreign Minister Abdulaziz Kamilov received Deputy Minister for Foreign Affairs of Turkmenistan Vepa Khadjiev on March 1, who arrived in Tashkent to participate in the work of the 14th meeting of the joint Uzbek-Turkmen Commission on trade-economic, scientific-technical and cultural cooperation.

The meeting discussed the state and prospects of bilateral relations in the context of the implementation of the agreements reached during the contacts of President of Uzbekistan Shavkat Mirziyoyev and President of Turkmenistan Gurbanguly Berdimuhamedov.

The sides exchanged views on the practical aspects of the upcoming visit of the President of Turkmenistan to Uzbekistan. The parties said that the Uzbek-Turkmen regular dialogue at the highest level is the basis for the dynamic development of interstate relations.

President receives First Deputy Prime Minister of Kazakhstan



Welcoming the guest, the Head of the state noted the effective activity of Uzbekistan – Kazakhstan Intergovernmental Commission and expressed satisfaction with practical results of its activities.

On May 4, the President of the Republic of Uzbekistan Shavkat Mirziyoyev received the First Deputy Prime Minister of the Republic of Kazakhstan, co-chairman of the Joint Intergovernmental Commission on bilateral cooperation Askar Mamin.

Welcoming the guest, the Head of the state noted the effective activity of Uzbekistan – Kazakhstan Intergovernmental Commission and expressed satisfaction with practical results of its activities.

The Commission, headed by the First Deputy Prime Ministers of the two countries, has so far held 17 meetings, including the last one – in March this year in Astana. On May 4, Tashkent hosted working negotiations of the co-chairmen of the commission.

At the meeting, the President of the Republic of Uzbekistan emphasized the importance of further expanding mutually beneficial cooperation and joint implementation of promising projects and programs in trade-economic, investment, transport-communication, humanitarian and other spheres.

Askar Mamin expressed deep gratitude to the Head of the state for the warm welcome and confirmed the readiness of Kazakhstan to further develop and strengthen full-scale partnership between the two fraternal countries in order to unconditionally and timely implement the agreements at the highest level.

Consultative meeting of Central Asian heads of state kicks off in Tashkent



The summit is attended by President of the Republic of Uzbekistan Shavkat Mirziyoyev, First President of the Republic of Kazakhstan Nursultan Nazarbayev, President of the Kyrgyz Republic Sooronbay Jeenbekov, President of the Republic of Tajikistan Emomali Rahmon and President of Turkmenistan Gurbanguly Berdimuhamedov.

The second Consultative meeting of Central Asian heads of state has kicked off in Tashkent today.

High-level summit participants held a narrow-format meeting. President of Uzbekistan Shavkat Mirziyoyev addressed the meeting.

The head of our state sincerely welcomed the colleagues and noted that this meeting is really in demand and reflects the sincere desire of our peoples to expand partnership, strengthen friendship and good neighborliness, and jointly solve common problems.

Thanks to the political will and joint efforts of the leaders of the Central Asian countries, many complex and ambiguous issues found their solutions. Most importantly, these positive changes were supported by the population of our region, and were highly appreciated in the world.

At the same time, the current conditions of the rapidly changing world situation, the aggravation of security threats and the strengthening of factors that negatively affect stable development make it necessary to strengthen partnership on the basis of mutual trust and coordination of efforts.

In this regard, the current meeting opens a qualitatively new stage of the regional dialogue at the highest level.

"Thanks to God, we are neighbors. The history and destinies and future of our peoples are closely intertwined. And this is a great unifying force of the whole region – " Shavkat Mirziyoyev said.

The head of our state drew attention to the urgent issue of agreeing on a common vision of multilateral cooperation in Central Asia and put forward a number of other important initiatives.

It is important to maximize the competitive advantages of our region, which has a capacious market, significant natural resources and human resources. Uzbekistan, Tajikistan to build hydropower station in Zarafshan river basin



Uzbekistan and Tajikistan are continuing to discuss draft intergovernmental agreement on construction and operation of hydropower station in Zarafshan river basin.

The next meeting of the Uzbek-Tajik working group is scheduled for March in Dushanbe, the Ministry of Energy said in a statement.

The joint statement of the President of Uzbekistan and the President of Tajikistan signed on August 17, 2018 for the construction of two hydropower stations with total capacity of 320 MW in Zarafshan River in Tajikistan.

It is reportedly planned to build hydroelectric power stations: firstly, the $ 282 million Yavan hydroelectric power station project with the capacity of 140 MW and generating 700-800 million kWh of electricity.

In the next phase, the parties are expected to build a $ 270 million Fand rvier hydroelectric power station with a capacity of 135 MW and generating 500-600 million kWh of electricity.


The project will be financed by loans and grants from international financial institutions, as well as by the parties' own funds.

The future hydroelectric power stations will produce only 1,400 million kWh of eco-friendly electricity for Uzbekistan.

The project will also support the unified energy system and create jobs in the joint construction and operation of hydropower stations, as well as the distribution of electricity to Uzbekistan and Tajikistan on an equal basis.

Uzbekistan sends humanitarian aid to Tajikistan


President Shavkat Mirziyoev ordered to send humanitarian assistance to the Republic of Tajikistan for the victims of natural disasters caused by snow avalanches in the mountainous regions of this country.


The total amount of humanitarian cargo to be transferred to the people of a neighboring state, is nearly 60 tons. It includes food, medicines, building materials, coal, warm clothing and other necessities.

The Ministry of emergency situations of the Republic of Uzbekistan are tasked to ensure coordination of works on formation, delivery and transfer of humanitarian aid to the Tajik side.

The decision of Uzbekistan to provide humanitarian aid to Tajikistan is another example of the relations between our countries and peoples, based on traditional friendship and mutual support.

A group of medical specialists from Uzbekistan with extensive experience and qualifications in the field of fighting coronavirus infection and effective treatment of infected patients went to Tajikistan. Among them are anesthesiologists-resuscitators, pulmonologists, epidemiologists, infectious disease specialists and virologists.

Heads and experts from think tanks of Uzbekistan and the United States, American diplomats and military specialists, high-ranking officials of Kazakhstan and Azerbaijan for foreign policy have attended a virtual conference on “The Caspian Region in the COVID-19 Era: Implications for Security Policy and Regional Cooperation”.

Views were exchanged on the epidemiological and socio-economic situation emerging during the pandemic in the Caspian and Central Asian regions, promising areas of cooperation between the countries and implementation of joint trade, economic and transport-communication projects.
First Deputy Director of the Institute for Strategic and Regional Studies under the President of the Republic of Uzbekistan Akramjon Nematov noted that Uzbekistan considers cooperation with the Caspian states, based on centuries-old friendship and cultural-ethnic proximity, as one of the priority areas of its foreign policy strategy and is interested in giving new dynamics to multilateral relations.
It is necessary to strengthen cooperation between Caspian and Central Asian regions, since cultural and historical roots, common interests, the economy and transport-communications are complementary. In addition, the Caspian and Central Asia are located close to hotbeds of tension in the Middle East, from which permanent threats of terrorism and cross-border crime emanate. All this makes it necessary to build a “structure of mutual support” that allow a collective response to modern challenges.
According to Akromjon Nematov, the coronavirus pandemic is rapidly moving beyond the epidemiological crisis, as it is accompanied by socio-economic consequences. As a result, the states of Central Asia and the South Caucasus are facing one of the worst crises of our time, which can only be confronted by working together. In these conditions, it is relevant to increase the intensity of trade turnover, which can stimulate internal economic activity in the Caspian and Central Asian countries and reduce the negative impact of the pandemic. It is necessary to accelerate the process of connecting transport and logistics hubs between the Caspian region and Central Asia, which, in addition to developing regional trade, will contribute to entering new markets and socio-economic progress.
The development of interregional cooperation is also important for ensuring long-term stability in Afghanistan and involving the Afghan side in regional economic, transport and infrastructure projects.
Advisor to the President of the Republic of Azerbaijan Hikmat Hajiyev drew attention to the activity of Uzbekistan within the framework of the Cooperation Council of Turkic Speaking States. The entry of Tashkent into the organization marked the beginning of a new stage of multilateral cooperation between the countries of the Council. It is noteworthy that the member states of the Council were one of the first among the various integration associations in the world to realize the impossibility of achieving success in the fight against the pandemic without consolidating joint efforts.
Iskander Akylbayev, Executive Director of Kazakhstan Council on International Relations, noted the growing foreign policy activity of Uzbekistan in the Afghan direction, aimed at creating and maintaining stability around Central Asia. He noted the need for developing constructive interaction between the business communities of the states of Central Asia and the South Caucasus by establishing direct contacts. This can be a factor that stimulates business activity in these countries.
In general, strengthening regional cooperation was assessed by the participants of the event as an important factor that can bring the countries of the Caspian and Central Asia to a qualitatively new level of economic development and consolidate the reputation of a prosperous and peaceful territory for the vast region of Eurasia.

Mirziyoyev congratulated his new colleague on convincing victory in the last presidential election, as well as on the successful holding of a referendum on amendments to the Constitution of Kyrgyzstan.

“We need to increase our trade turnover to one $1bn, and then to $2bn. I think this is a possible task, " Umurzakov noted.

Turkmenistan, Uzbekistan ink documents set to "serve as a breakthrough" in solving water issues

Uzbekistan and Turkmenistan signed an agreement on a joint Uzbek-Turkmen intergovernmental commission for water management issues, as well as a document on paid land use, the Uzbek Foreign Ministry said Thursday.

These documents “will serve as a breakthrough in the joint exploitation of transboundary water resources on a rational and fair basis, in the spirit of friendship and good neighborliness," according to a Uzbek ministry statement.

Both Central Asian states share water from Amu Darya, a river important for the livelihood of the people in the region, where water shortages become an acute problem during summer irrigation periods.

Water issues were first touched upon in 2019, when the Uzbek President Shavkat Mirziyoyev met his Turkment counterpart Gurbanguly Berdimuhamedov in Tashkent.

President Mirziyoyev then urged Berdimuhamedov for coordinated approaches in solving water use problems based on common long-term interests. Berdimuhamedov said that the countries of the region “should join efforts to ensure equal and fair access to water resources”.

The EU Special Representative for Central Asia, Peter Burian, has recently noted that in order to resolve conflict situations in the region, countries need not only to use water more economically, but also to agree on a fair division of water resources and access to them, taking into account the interests of the countries of the upper and lower mountain rivers.

UzAuto Motors to build $2mn factory in Tajikistan

Uzbek car manufacturer UzAuto Motors said it would build a $2mn factory in Tajikistan. The announcement was initially made on May 7, when company representatives visited the neighboring state to see the production facilities of the partner company Aluminsokhtmon.

Following negotiations, the parties agreed to establish a joint venture. Initially, the new facility is set to annually produce 10,000 vehicles, further on this number is to increase to 35,000 units.

During Uzbek President Shavkat Mirziyoyev’s trip to the city of Bokhtar on June 9, the sides agreed to name the new enterprise Auto Motors Tadjikistan.

Uzbek leader Shavkat Mirziyoyev on the sidelines of the Consultative Meeting of the Heads of Central Asian states in Turkmenistan met with his Kyrgyz counterpart, Sadyr Japarov. This was the first such meeting for the Kyrgyz leader.

Mirziyoyev sincerely congratulated his colleague on his first participation in the Consultative Meeting and said that this multilateral platform would allow to jointly make decisions for the benefit of the entire region.

The meeting discussed in detail the implementation of the agreements reached during the state visit of the Kyrgyz President to Uzbekistan on March 11-12 this year, as well as issues of regional security.

The parties with satisfaction noted the expansion of trade turnover since the beginning of the year. The indicator has grown by almost 10% and exceeded $425mn.

They also considered interaction in the energy sector, in particular, the joint construction of the Kambarata-1 hydroelectric power plant (HPP).

Mirziyoyev stressed the strategic importance of the Uzbekistan – Kyrgyzstan – China railway project, noting the importance of accelerating negotiations on its construction.

Из-за того, что он держит слово, естественно, что мы будем разговаривать с ними" - сказал Мирзиеев журналистам и блогерам в ходе поездки в Навоийскую область. Запись его речи размещена в Telegram-каналах местных блогеров.

Президент отметил, что власти Узбекистана начали разговор с "Талибаном" (движение запрещено в РФ) два года назад. "Когда еще ни одна страна не контактировала с ними, я давал поручение, что нужно наладить контакт", - отметил президент.

"Мне нужны мир и спокойствие народа, я буду говорить с кем угодно. Если будет какой-либо фактор, который может оказать влияние на мир нашего народа, спокойствие родного Узбекистана, я буду разговаривать вне зависимости от того, кто это", - добавил Мирзиеев.

"Для консолидации наших усилий и широкого обсуждения вопросов политического урегулирования в этой стране предлагаем регулярно проводить встречи высокого уровня в формате ШОС-Афганистан. С привлечением государств-наблюдателей и партнеров по диалогу. Готовы организовать первую такую встречу в Ташкенте", - сказал он.
