Uzbekistan joins EU’S GSP+ arrangement



Uzbekistan has gained privileges for duty-free exports to the EU through GSP Plus scheme. It comes into force on April 10, the Ministry of Investment and Trade reported.

Uzbekistan has gained privileges for duty-free exports to the EU through GSP Plus scheme. It comes into force on April 10, the Ministry of Investment and Trade reported.

Accession to the GSP+ grants Uzbekistan the opportunity to export more than 6,200 commodity items to the EU countries duty-free. It also reflects the recognition of reforms undertaken by the government, in particular to improve the business climate, the judicial system, security services, labour conditions, and administrative accountability and efficiency. It also testifies to consistent positive development in the socio-economic and labour sphere.

Under the standard GSP system, the country could export only 3,000 commodity items free of customs duties and 3,200 commodity items at reduced rates.

The inclusion in the list of beneficiary countries is set to allow Uzbekistan to significantly increase the volume of export supplies to the EU, as well as to improve the competitiveness of domestic goods in the European market.

GSP+ is more than a trading instrument. By joining this scheme, low- and low-middle-income countries are committed to effectively implementing 27 core international conventions on human and labor rights, environmental and climate protection, and good governance.

Uzbekistan plans to open diplomatic mission in Sweden


Uzbekistan is planning to open its diplomatic mission in Sweden. This was announced during the visit of the OSCE Chair-in-Office, Swedish Foreign Minister Ann Linde to Tashkent.
President Shavkat Mirziyoyev signed a decree on the establishment of a full-fledged diplomatic mission of Uzbekistan in Sweden.
The new embassy is to focus on developing bilateral relations and practical interaction with both Sweden and the rest of the Scandinavian states.
The primary tasks of the diplomatic mission are strengthening partnerships and building up trade and economic cooperation, attracting innovations, investments and technologies from leading European companies, as well as in-depth study and development of recommendations for the implementation of advanced Scandinavian experience in the field of education.

Germany to support Uzbekistan with loans and grants worth EUR 61mn


The German government is intending to allocate EUR 61mn to Uzbekistan this year, including 23.5mn euros in soft loans and 37.5mn euros in grants and technical assistance. A corresponding agreement was reached at a virtual conference organized by the Ministry of Investment and Foreign Trade of Uzbekistan and Federal Ministry for Economic Cooperation and Development of Germany on May 14.
The German side supported the proposals of the Uzbek side on the channeling of new funds towards financing projects in the fields of vocational education, lending to small and medium-sized businesses, creating new jobs, improving plant quarantine services, the health system and other areas.
It also added that in accordance with the ministry’s new Strategy-2030, Uzbekistan has been identified as the only partner country of Germany in the Central Asian region.
Meanwhile, Uzbekistan`s government debt continues to rise. According to the country’s statistical committee, this figure has almost doubled over the past two years. By the end of 2020, the country's total external debt amounted to $33.8bn, which was 58.6% of GDP. So far Uzbekistan has received $250mn worth of loan from the International Bank for Reconstruction and Development (IBRD), EUR 1.8bn from the European Bank for Reconstruction and Development (EBRD).

Uzbek Foreign Minister meets with administrator of US Agency for International Development

Uzbek Foreign Minister Abdulaziz Kamilov discussed prospects of cooperation with the US Agency for International Development (USAID), as he met with Samantha Power, administrator of the organisation in Washington.

The meeting, organized on June 28, discussed wide-range issues related to the promotion of economic growth, ensuring employment, developing the education and health system, agriculture, as well as solving environmental problems in the Aral Sea region.

Samantha Power welcomed the reforms under way in Uzbekistan and expressed her readiness to assist in achieving the government's goals for socio-economic and humanitarian development.

The parties agreed to discuss a number of issues in this direction at the High-level International Conference " Central and South Asia: regional Interconnectedness. Challenges and Opportunities", which is due on July 15-16 in Tashkent with the participation of representatives of various world communities.

Joint Statement of C5+1 on international conference

The governments of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, Uzbekistan, and the United States of America have adopted a joint statement following the international conference, “Central and South Asia: Regional Connectivity. Challenges and Opportunities,” which was under way in Tashkent on July 15-16.

According to the statement, “the C5+1 countries affirm their commitment to enhancing engagement through regional diplomatic platform and seeking opportunities to strengthen connectivity between the Central and South Asian regions via trade, transport, and energy links. The C5+1 recognizes that increased connectivity supports its shared goal of a prosperous and secure Central Asia. Visionary ideas for Central Asia’s economic growth and closer ties to the economies of South Asia also reinforce the C5+1’s commitment to strengthening the region’s security and stability, including through Afghan peace negotiations”.

The document notes that C5+1 endeavors to build upon the collaborative progress it has made on connectivity, including to:

• Modernize infrastructure and transit potential in Central Asia, including through the implementation of investment projects;

• Promote increased regional cooperation in support of transboundary business-to-business connections and people-to-people exchanges;

• Improve energy sector connectivity and performance, including to expand and effectively integrate renewables;

• Meet and strengthen goals on climate adaptation, air quality, and water cooperation and protect those most vulnerable to the impacts of climate change;

• Uphold human rights and freedoms, further strengthen the rule of law and good governance, based on universal human values and the historical, cultural, civilizational, and spiritual identity of the people of South and Central Asia, restore cultural and humanitarian ties, and promote the inclusion of all people, across all efforts, to support the region’s sustainable economic development;

• Ease trade, transport, and communication between South and Central Asia, including through Afghanistan;

• Create stable and prosperous conditions favorable to the Afghan peace process, including reaffirming to all parties: the urgency of substantive negotiations on a political settlement; that the only path to a just and durable peace is through a negotiated political settlement that results in an inclusive political system and respects the fundamental rights of all Afghans; that there is no support for the imposition by force of a new government in Afghanistan; and that terrorists and third party forces must never be allowed to use Afghan territory to threaten or attack the C5+1 countries or any other country;

• Advance cooperation with Afghanistan across security, energy, economic, trade, cultural, and other lines of effort; and,

• Cooperate to address challenges and threats to regional security, prosperity, and stability.

The Minister congratulated the ambassador on her appointment to a responsible post and expressed the hope that her professional experience would contribute to the further development and strengthening of Uzbek-Canadian cooperation, and accepted her credentials.

Uzbekistan by November this year is set to receive more than 1.2mn doses of Pfizer/BioNTech vaccine under the COVAX facility.
"Within the framework of the COVAX mechanism, we expect additional supplies of AstraZeneca vaccine in the amount of 660,000 doses in the near future, and then another 276,000 doses of this drug. In addition, deliveries of 1.2mn doses of Pfizer/BioNTech are planned for the autumn, " said Munir Mammadzade, head of the UNICEF Representative Office in Uzbekistan.
He added that UNICEF would provide technical support for their transportation and further storage.

Uzbek President Shavkat Mirziyoyev and German Chancellor Angela Merkel have agreed on vigorous interagency interaction in humanitarian air transport evacuations from Afghanistan to Germany via Uzbekistan and continuing close coordination, as they held a phone call on Wednesday.
The two countries' positions and approaches to preventing an escalation of tension and violence in that country and the comprehensive support of the international community for a political settlement of the conflict in Afghanistan were particularly emphasized.
The sides also agreed to maintain regular contacts at the highest levels on the further development of the situation in the region.

Foreign Minister of Uzbekistan Abdulaziz Kamilov on October 6 held a meeting with the newly appointed Ambassador of the Kingdom of the Netherlands, Hilles Arnaud Beshoor Pluch.

Accepting the credentials, the Minister congratulated the Ambassador on his appointment to a responsible post. The hope was expressed that the activities of the experienced diplomat would be aimed at further strengthening Uzbek-Dutch relations in areas of mutual interest.

The sides noted their interest in intensifying the political dialogue, including within the framework of the Uzbekistan–European Union format, the development of inter-parliamentary ties, the expansion of trade and economic contacts and cultural and humanitarian cooperation.

U.S. sends batch of 273,000 doses of Pfizer drug to Uzbekistan


The United States has sent another batch of Pfizer/Biotech vaccines in the amount of 273,780 doses to Uzbekistan free of charge, said Uzbekistan Ambassador to the U.S. and Canada, Javlon Vakhobov.
"Good news for the beginning of the week. A batch of 273,780 doses of Pfizer vaccine donated by the U.S. government arrives in Uzbekistan this afternoon directly from Kentucky, USA. To date, since July, the United States has delivered 5mn vaccines to Uzbekistan. Get vaccinated and save lives," the ambassador said on Twitter.
Currently, a total of 1,726,500 doses of Pfizer/BioNTech vaccine have been delivered to Uzbekistan.
