Juan Roig wants to build a pavilion of 15,000 spectators in Valencia

The City Council would cede to the businessman the plot for fifty years, then it would become municipal property. If the agreement is made, the pavilion would be ready by 2022.

The patrimonial society of the businessman and maximum shareholder of Valencia Basket, Juan Roig , Licampa 1617 SL, presented this Wednesday in the register of entrance of the City of Valencia the project for a multipurpose pavilion, which would have a capacity of 15,000 spectators and a budget of 192 millions of euros.

The installation, which would be ready in 2022 , would be built on a municipal plot that the consistory would cede for fifty years to the employer, who would be responsible for all expenses with its assets, and would remain the ownership and management of the pavilion during that time to later become municipal property.

The company has announced that it has submitted " the documentation and dossier of the project so that, if the Mayor considers it, it will be presented at the Municipal Assembly to obtain the support of the Consistory ".

Roig's proposal includes the annual payment as a fee to the City Council of 2.7 percent of the income generated , and ensures that " if all administrative procedures are developed according to the schedule, and if there are no major setbacks, the Arena could be inaugurated in Valencia in 2022. "

The businessman and the City Council have been working for months on the project, with the formula of a concession for a period of 50 years of a plot of 21,500 square meters, located next to the pavilion of the Fountain of San Luis and L ' Alqueria del Basket, the quarry macro installation that opened the club a few months ago.

According to the project, the pavilion would have 15,000 seats and would be designed "with a high comfort index, and adjustable according to the need of the event, within a total surface area of approximately 40,000 square meters".

The Arena includes 1,458 underground parking spaces and will have a restaurant area and a wide range of VIP boxes and areas.

In addition, the facility will be equipped with the most advanced technology, and the latest technical means for retransmission and monitoring of all types of events.

Likewise, in the plot described, the future headquarters of the Valencia Basket Club will be built, which will include sports services such as an auxiliary track, changing rooms, media area, shop, trophy room and club offices.

Roig's company would be the owner of the installation during that half-century, and would entrust "the management of the entirely private activity to a manager / specialist operator who will be responsible for developing and carrying out an attractive programming", as well as "of the exploitation and management of it with full autonomy".

The idea of the entrepreneur is "to make the future Arena a space with musical, artistic and sporting events of first national and international level".

The joint investment would be 192 million euros that Juan Roig would assume entirely , and would be used " for the construction of the enclosure, the parking lot and other complementary infrastructures".

Roig has also commissioned a report to the Valencian Institute of Economic Research (Ivie), according to which the pavilion "will contribute to generate approximately 300 jobs" and would have "an economic impact (GDP) in the city of Valencia exceeding 10 million of annual euros".

It is a punctual modification that has been made in the General Urban Planning Plan (Pgou) after being approved in the September plenary session.

The investment will be made by businessman Juan Roig through the equity company Licampa 1617, a company established to promote this project. The works will begin in summer 2020, as long as the company and City Council reach an agreement. Since the initiative was presented, “it has evolved with the sole objective of providing Valencia with a multipurpose enclosure with the requirements to position the city and the Valencian Community as a world reference to host sporting, cultural and entertainment events of first level national and international ”, the company said.

The esplanade , which previously served as a parking lot for users of the Fonteta and L'Alqueria, now has a frenzied activity with more than a dozen excavating and drilling machines that are shaping the foundation that a work requires that will support a structure of 47,000 square built for an enclosure that will have a capacity for 15,600 spectators at basketball games and 18,600 for concerts and shows.

The first phase of the work , which is being carried out in the month and a half since the first stone was laid on Monday, June 29, is currently focused on the containment of the land and the foundation of the Arena. The main action in August will be the excavation of the plot to a depth of approximately seven meters to make said foundation and the execution of the screen walls around the perimeter to protect this segment of work. It is an important part since the level of the main court, where Valencia Basket will play its matches, will be 4.5 meters below street level .

In this first phase, other tasks that are being planned include from the execution of deep foundations using piles and foundation slab, the electrical installation of the equipotential earth network, the drainage network of the foundation slab or the execution of ventilated slab and ventilation system of the same. Taking into account that three months after that tasting the country was paralyzed due to the pandemic, if it had not had the results of the phreatic level that are key to designing the type of foundations necessary in the work, it would not have been in time to start the work within the established deadlines.

With the work shifts already established, where Ismael Padilla is the general coordinator of the construction and Víctor Ferré is the technical director, the forecast until the end of 2020 is of 26 million investment in the work . For the rest, Juan Roig has already supplied Licampa 1617 of the 220 million that will be necessary to complete the work as a whole , where 183 are those that will go to the main enclosure, 15 for the underground parking, 8 for the parking at height , 4 for the 20,000 square meter park to be built on the site that will be left by the current Les Arts school after its demolition, 8 for the construction of the new educational center and 2 for the urbanization.
