Historic cloning law passed in Victoria

Historic legislation to allow therapeutic cloning for stem cell production could spark a flood of medical research in Victoria, says Health Minister Bronwyn Pike.

The legislation, an amendment to Victoria's Infertility Treatment Act, passed the Upper House of the state's parliament in a historic conscience vote, 23 votes to 16.

Victoria is the first state to pass legislation mirroring federal therapeutic cloning laws.

The new law allows excess human embryos from IVF treatment to be used to create stems cells for medical research.

The law would bolster Victoria's reputation as a leader in medical research, Ms Pike told AAP.

"What this does is continues to position Victoria as the leading state in Australia on medical research, because it now allows us to continue our work with stem cells and really potentially be world leaders in some of the work that will lead to discoveries in Alzheimer's and Parkinson's and other previously intractable diseases," she said.

"The licensing provisions are still very stringent and there do have to be strong ethical boundaries on this kind of research.

"But now having the capacity to undertake this work does mean that Victoria's very high profile as a medical research centre in the region has been enhanced.

"It means people will stay, good people will come back and new people will find that it is a great place for medical research."

The legislation was put together with care because of the "profound ethical considerations" governing such research.

"We're talking about experimentation on human eggs, and some people do have concerns, but I weighed it up on a personal level as did most other MPs, and I came to the conclusion that I think this is a good way forward."

Ms Pike, as health minister, introduced the bill to the parliament a month ago.

Right to Life Australia president Margaret Tighe said Victorian MPs had allowed the production of "a class of human beings to be used for the benefit of others - the slaves of science".

"As one MP said, in the history books of the future this step will be the one that will be remembered over and above all other achievements (of the government) in relation to roads, schools and health care," she said.

"It will be remembered as a black day in the history of this state."

The law must now be approved by Victorian Governor, Professor David de Kretser.

Professor de Kretser is a former medical researcher, foundation director of the Monash Institute of Reproduction and Development at Monash University and associate dean of Monash's biotechnology development medical facility.

Good to see.

Hopefully Queensland will re-introduce stem cell research. It was banned by the feds in 2002. It was actually the Victorian and Queensland State Governments who have been pushing hard to get the ban lifted.

You're so tacky. What you actually mean is that the first two people disagree with your "own" view - in your view simply not rational and unacceptable.

It's OK - just keep on making a fool of yourself - and at the same time learn about the concept of a discussion/debate (two opinions ummmmm).

This thread once again shows how you resort to cheap shots to get back at someone who fails to share the same opinion. It's not high school darling. Grow up.

Anyway great news for the Australian Biotech Sector (an industry that I've been involved in the past year - corporate finance side)

Unfortunately for NSW Morris Iemma has given strong hints that he will never support this - he is highly endorsed by the Catholic Church!!!!!!

Ah well Victoria and Queensland are always the first to move in this industry - good stuff!

I find it odd MP's are allowed a concience vote. They should vote on things by their merit, not their religious/moral ideaology.
My mind went blank when the right to life group president voiced his opinion. While we are all entitled to agree/disagree on this topic, right to life groups are dangerous.

IMO this bill is good. As the article says they will use excess human embryos to create the stem cells. So if they don't use these excess embryos what happens to them? I'm assuming they die anyway after a while, so why not use them for medical research?

This bill is absolutely great and will further reinforce that Victoria is the biotech capital of Australia.
Lets hope Victoria can be an incubator for more companies like CSL.

Let's save a few bucks and legalize the Death Penalty instead of locking up people for life. Merit merit merit and not morals.

Is anyone able to list the benefits (eg how it aids finding a cure for Alzheimer's) as well the negative impacts (or moral issues) associated with cloning? It may aid a balanced discussion in this thread.

Why do you only eliminate 2 ideologies and not all of the other ones. Lets say we are not allowed to vote on things with our ethical ideology, or our economic ideology or our environmental ideology. The list goes on. All votes have to be taken with some kind of ideology in mind.
