the Ernst happel Stadium hosted the 1995 European Long Course Championships. A temporary pool had to be set up inside the stadium instead of building a regular aquatics centre, even a temporary one.

In the Ernst Happel Stadium, black coloured seating is temporarily installed so some fans need to feel closer to the playing field. It is unknown what the stadium's capacity is with or without the black seating. Also, the roof of the stadium was probably installed in 1992.

^^No, it can't. If that is done, then the Ernst Happel Stadium would look like it's on steroids. Besides, the stadium is better the way it is now. It is economy-sized, like the other stadiums in Austria.

^^ I suppose reconfiguration of current seating to 70,000 isn't possible (no expansion).

But it will need to be done should Vienna want a Summer Olympics. A good opportunity to expand and put a new roof. Just think of the same thing, but slightly taller and wider.
Access may be a little cramped, but what can you do?

Alternatively, the minimum 60,000 might work (Or ideally 60,000+), whilst providing some reasonable access area around the stadium without making the stadium too tall or too wide.

Let it be the smallest-ever Olympic Stadium at a 51,000 capacity. The roof is perfect as is also, so we're keeping the existing roof. The exterior, however, is not. A new exterior needed. And what are those green and blue-coloured buildings attached to the stadium supposed to be?

Sorry for blasting Lord David's expansion idea for the Ernst Happel Stadium last year. I'll reconsider the plan.

The "dramatic" upgrade idea for the Ernst Happel Stadium will consist of the following:

* A 4th level to be added above existing 3rd level, with existing roof removed, taking into consideration alterations made to existing seating.
* The 4th level is to be accessible via its own gates and upper part of level 3 (wherever it is possible).
* New media booths built at Sector B stand on upper part of level 3 to match those built for the UEFA Euro 2008.
* Skyboxes to be built at Sector E stand on upper part of level 3 to cover whole section, for use as public skyboxes
* Skyboxes to be built above level 4 (covering all sectors), to be accessible via stairwell and dedicated elevators, in which sectors B and e will be used for media.
* Existing concourse upgraded to facilitate 4th level, expansion of concourse will be no more than 40 metres outward of the stadium.
* New gates/entrances, turnstiles, and ticket booths to be constructed at new expanded concourse.
* Existing stairwell system to be removed and replaced by new stairwell/bridge system in which bridges access levels 2 and 3, with the stairs ending up with level 4.
* New toilets and concessions to be built at new concourse levels, to be used alongside existing facilities.
* Office levels built for UEFA Euro 2008 to be removed and rebuilt in outside expanded concourse.
* New electronic LED scoreboard to be built above video screen.
* Marathon gate on ground level to be expanded in order to accommodate performances during ceremonies.
* New marathon gate to be built near start of track for use during ceremony performances, as well as athlete's parade.
* New roof to be constructed above level 4. (Lord David stated that there is an Olympic cauldron in an exposed part of the new roof, but I don't think there should be any exposed parts in the new roof).

You mean in here? :) http://lorddavid04.deviantart.com/gallery/#/d1nq29m

This will only occur of course if Vienna decides for an Olympics. A new rectangular stadium will be built first to serve as a legacy in the city, host the nation's football finals for a year or 2 whilst Ernst Happel is upgraded and serve 1 football side.
