It looks South American at first glance, and judging from the rugged terrain it probably is at altitude. Obviously it's not a formerly British colony, since they drive on the right. So it's likely in the Andes countries. Although there are slums on the hills, it appears cleaner than most cities, and from the trash cans in the park the city has a recycling scheme. If I had to guess it might be Bogotá. Do I win? :)

Bogota is MUCH more developed than this and it's mountains are taller, so no.

Not really sure what you mean, but i suppose youre asking if its a good of a bad neighborhood?

Im not sure actually, but i think its not a very populated area.
It's next to a big event arena.
