Tokyo might be on alot of people's mind, but to my experience, Hong Kong is more fast paced and most busy on average.
Most of my japanese friends who lived/has been in HK said HK is way more packed and faster than Tokyo.
Photos of Shibuya shown on this forum are not always as busy as they look. But on the other hand, Mong Kok and CausewayBay in HK would be packed anyday.
Not for me, you've got to have some bussle, of course, a city wouldn't be a city without it. Bit I can't even begin to imagine how crap I'd feel walking around with no space to breath in HK. Oxford street on Christmas Eve is bad enough.
