Interesting question. I've not read much into it, but one reason I can think of is England being staunchely Protestant. Baroque was associated with Catholicism, with elaborateness, extravagance and debauchery. The regions most famous for their baroque architecure are/were all Catholic: Italy, France, Bavaria, Austria...
The English found baroque architecture and everything surrounding it rather distasteful and gaudy. The few examples of English baroque are accordingly much more restrained and austere and closer to neoclassicism.
