The Environment Agency wants to build a ruddy dam across Douglas Valley in the centre of Wigan, quite a lot of park will be turned grasscrete and be boarded off behind padlocked fences. The initial application was a few months ago but the EA has just resubmitted it with some alterations to access so it looks like going ahead.

The scheme has now been approved, according to the Wigan Reporter the Environment Agency threatened the Council that if they delayed an approval then the money would be withdrawn by the Government.

Construction on the £3m dam will begin immediatley and it will take a 200 strong team two years to complete. In the event of a flood the electronic gates will automatically raise creating a 1km long lake in the valley behind and the water will slowly release when water levels return to normal. creating a dam further up at the Standish Bleachworks or creating flood barriers along the length of the valley have now been deemed unfeasible.

Independant Conservative Councillor Gareth Fairhurst will request the Secretary of State call in the application as the scheme is too technically complicated for a Council to evaluate. He argues that it will cause large environmental damage including the loss of bluebells and protecetd birds as well as requiring the felling of a large number of trees. He also argues that it moves the flood danger upriver putting Standish at greater risk of flooding.
