US travelers benefiting from China's visa rules

Visa: Lack of interviewer causes long wait

People from the United States who travel to China have expressed satisfaction with the country's newly streamlined visa policies.

Beijing has made it easier for US residents to travel to China by no longer requiring certain documents for a visa application as of Jan 1.

"I was happy when I saw the announcement that they would no longer require proof of round-trip airfare, hotel bookings and itinerary for tourist visas," a tourist who asked to be identified only as George told China Daily.

George applied for a tourist visa at the Chinese Consulate General in Los Angeles earlier this year. He went to the consulate on a Monday morning. "I didn't have to make an appointment; I just walked in," he said.

He was roughly 15th in line, and his name was called about an hour and a half later.

"After I went up to the window, it was done in about five minutes. I wasn't asked for any of the paperwork, and I was told to come back in four days to pick up my visa. The whole process was smooth sailing.''

George, a computer engineer, said he plans to travel to China in March for about two weeks.

"I appreciate the new visa policy because it provides me with flexibility. I have only booked hotels for the first week. I do have a plan, but who knows, I might want to visit a place I haven't thought about while there. It's nice to be able to be spontaneous."

Chinese Ambassador to the US Xie Feng announced the streamlined visa process at a forum earlier this month in Atlanta, Georgia.

"Tourist visa applicants within the United States will no longer be required to submit round-trip air ticket booking record, proof of hotel reservation, itinerary or invitation letter," Xie said at a forum celebrating the 45th anniversary of the establishment of diplomatic relations between the two countries.

Xie said it is important to remove obstacles and spark a new boom in exchanges.

"Due to the COVID-19 pandemic and worsening China-US relations, a chill loomed over people-to-people exchanges in the past few years," he said. "When travel went down, estrangement and misunderstanding went up."

Elizabeth Hin, president of The White Rose Foundation, a nonprofit that promotes understanding and harmony among the world's religions, said the change represents the deepest value in US-China relations, which is "trust and reciprocity of trust".

Hin, who attended the Atlanta forum, said she first visited China in 1978, when the country began to open up, and has gone back and forth since. "It's not that difficult to do the application and have an invitation letter," she said. "But there is a welcoming sense (in forgoing such a requirement)."

Blaine Glass, director of The White Rose Foundation, said the discussion at the forum stirred his desire to visit China again, and the easier visa application is certainly welcome. The last time he visited China was more than 20 years ago, when he toured the Xizang autonomous region. "I wanted to learn tai chi," Glass said.

As China moves to improve people-to-people contact between the two countries, Xie, the ambassador to the US, said that Beijing hopes "the US side will work with China in the same direction by taking measures to clear obstacles in travel, visa and border-entry policies, further increase direct flights significantly, and adjust the China travel advisory as soon as possible".

Jing Quan, minister of the Chinese embassy in the US, told China Daily that due to a shortage of wide-body planes among US airlines, it has been difficult to increase the number of direct flights between China and the US.

In China, the wait time for a US visa application interview is about six months. "It's just impossible to arrange your itinerary with such a long wait," Jing said.

Dennis Wilder, a senior fellow for the Initiative for US-China Dialogue on Global Issues at Georgetown University, agreed that the long wait period for a US visa interview is a big problem.

"The problem is we need more American officers to do the interviews, and we don't have enough State Department people," Wilder said. "It is not easy to solve, because for Congress, it's not a priority."

China, Singapore sign visa waiver agreement

China and Singapore on Thursday signed an agreement on mutual visa exemption in Beijing, which allows the holders of ordinary passports stays of up to 30 days.

The agreement will take effect on Feb 9, the Chinese New Year's Eve.

The visa exemption applies for tourists, and those visiting family members or for business, according to the agreement.

China's Foreign Ministry spokesman Wang Wenbin told a news conference that the agreement is "a Chinese New Year gift for people of both countries".

"The agreement will surely further enhance people-to-people exchanges between China and Singapore, and promote the progress of bilateral ties and cooperation in various fields," Wang said.

Singapore has gained increasing popularity among Chinese tourists during the upcoming Chinese New Year holiday, according to Ctrip, a Chinese online travel agency.

According to the agency's statistics, the bookings for people traveling from China to Singapore during the Spring Festival holiday have seen a 14-fold increase year-on-year by Wednesday.

Malaysia and China granted visa-free entry to each other's citizens in December.

Earlier this month, China said it would implement a unilateral visa-free entry for those holding Ireland and Switzerland passports.

High-level opening-up

Wu Xi, head of the Department of Consular Affairs of China's Foreign Ministry, said China has shown its resolve to promote the high-level opening-up by adopting a series of measures to facilitate cross-border travel.

"We welcome friends from countries across the world to come to China for travel, business, investment and study," Wu said during an interview with China Media Group.

China has enjoyed comprehensive mutual visa exemption with 22 countries, including Singapore, the Maldives and Kazakhstan.

Wu said she hopes Chinese and foreign visitors will maintain the order of cross-border travel by respecting the laws and regulations of the countries they are traveling to and bilateral agreements signed between China and other countries.

Hainan expands visa-free entry categories

The reasons for applying for visa-free entry to China's Hainan province have been expanded for nationals of several countries, China's National Immigration Administration announced on Friday.

Starting from Friday, citizens from dozens of countries will be allowed to enter Hainan visa-free for purposes such as business, visiting, family reunions, medical treatment, exhibitions, and sport competitions for a stay of up to 30 days, the administration said in an online announcement. However, work and study are not included.

These countries include Russia, the United Kingdom, France, Germany, Norway, Ukraine, Italy, Austria, Finland, the Netherlands, Denmark, Switzerland, Sweden, Spain, Belgium, Czech Republic, Estonia, Greece, Hungary, Iceland, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovakia, Slovenia, Ireland, Cyprus, Bulgaria, Romania, Serbia, Croatia, Bosnia and Herzegovina, Montenegro, North Macedonia, Albania, the United States, Canada, Brazil, Mexico, Argentina, Chile, Australia, New Zealand, South Korea, Japan, Singapore, Malaysia, Thailand, Kazakhstan, the Philippines, Indonesia, Brunei, the United Arab Emirates, Qatar, Monaco, and Belarus, according to the announcement.

The entry and exit ports will include all the ports open to the outside world established by the country in Hainan province, and the activities will be limited to the administrative area of the province.

The calculation of the stay period will begin from the day after entry at midnight. The previous policy allowing visa-free entry for tourism purposes for nationals of the aforementioned countries for 30 days will continue to be valid, the administration said in the announcement.

A spokesperson for the administration said the expansion of reasons for applying for visa-free entry for nationals of these countries to Hainan is a new measure to further support the reform and opening-up of the province and facilitate the construction of the Hainan Free Trade Port.

Looking ahead, the administration will continue to focus on the new requirements and trends of China's high-level opening-up, continuously deepen the reform and innovation of immigration policies, and fully serve to promote high-level opening-up and high-quality development, the spokesperson said.

Speedier Customs clearances to propel consumption, trade

With China creating more favorable conditions to boost both domestic consumption and foreign trade, the country's Customs authorities have implemented a number of innovative measures to expedite Customs clearances for foreign goods.

Customs officials said these moves will not only boost people's capacity and desire for consumption, but also provide significant impetus to the sustained recovery of China's economy.

For instance, the Customs inspection site at Beijing Capital International Airport has provided an emergency processing service for order review during nighttime and weekend hours, providing 24-hour uninterrupted support for the timely Customs clearance of fresh products, including seafood, fruits and flowers, this month, thus better ensuring market supply during the Spring Festival period.

Similarly, Customs authorities at Beijing Daxing International Airport established a "one-to-one" liaison mechanism, proactively coordinating with importers and formulating quarantine supervision plans.

In addition to meeting the market demand in Beijing, fresh products entering the national capital through these two airports are also distributed to cities within the Beijing-Tianjin-Hebei region, said Yin Haifeng, deputy head of Beijing Daxing International Airport Customs, a unit of Beijing Customs.

According to Beijing Customs, Beijing's foreign trade value reached 3.65 trillion yuan ($507.37 billion) in 2023, up 0.3 percent year-on-year. Imports came in at 3.05 trillion yuan, the same as the previous year's, while exports reached 600.01 billion yuan, up 2 percent year-on-year.

Meanwhile, imports and exports of the Beijing-Tianjin-Hebei region reached 5.03 trillion yuan, achieving positive growth for three consecutive years. The region's imports accounted for 20 percent of the country's total import value.

In Southwest China's Yunnan province, 130,000 metric tons of goods valued at 345 million yuan were cleared for import and export through the China-Laos Railway during the Spring Festival holiday from Feb 10 to 17, according to Kunming Customs.

Exports mainly included steel, auto parts and household appliances, while imports were primarily bananas, durians, mangosteens and iron ore.

"We have actively strengthened collaboration with all parties, handled the arrival of goods in advance, reasonably allocated personnel for inspection and clearance preparations, and fully utilized high-tech inspection equipment to enable efficient and strict supervision," said Zhou Baohua, deputy head of Mengla Customs under Kunming Customs.

China's consumption market picked up steam during the eight-day holiday, said the Ministry of Commerce on Sunday. Sales figures from key retail and catering enterprises nationwide monitored by the ministry rose 8.5 percent year-on-year over the extended holiday.

The vibrant consumer market during the holiday once again demonstrated that there is still significant potential for consumption growth in China, said Ni Yueju, a research fellow of the Institute of World Economics and Politics at the Beijing-based Chinese Academy of Social Sciences.

By adhering to the development trend and by making concerted efforts to diversify market supply, create innovative consumption scenarios and unleash consumption potential, China can foster a more robust and dynamic engine for high-quality development, Ni said.

Given the wide-ranging dietary needs of overseas Chinese and the booming development of trade in farm products, pickled Chinese cabbage has gradually become popular in overseas markets. Shenyang Customs announced that businesses served by Tiexi Customs, one of its branches in Northeast China's Liaoning province, exported 850,000 tons of pickled Chinese cabbage in January.

Number of foreign visits increases over threefold
Visits: Policies further facilitate entry, stay of foreigners

The latest figures have revealed a significant increase in the number of foreign visitors to various Chinese cities in recent months, as a result of more tailored measures provided to facilitate the entry and stay of visa-exempt foreigners.

The number of foreign nationals visiting China in the first quarter increased more than threefold year-on-year, the National Immigration Administration said on Thursday.

Immigration authorities nationwide have recorded over 141 million entries and exits in the first three months, marking a 117.8 percent increase year-on-year. Among them, foreign nationals made 13.07 million entries and exits, showing an increase of 305.2 percent year-on-year, said Lin Yongsheng, spokesman for the administration.

The countries with the highest number of visitors to China include the United States, Australia and Canada, as well as China's neighboring countries such as Russia, Vietnam and Myanmar, according to the administration.

Visitors from East Asian and Southeast Asian countries, including South Korea, Japan and Malaysia, also see China as an important destination for sightseeing and business.

The majority of foreign visitors, over 30 percent, come to China for traveling, followed by purposes such as business, visiting relatives and friends, work and study.

The administration has introduced a series of immigration and entry-exit measures to continuously optimize visa-free entry.

Since last year, China has implemented visa exemption policies for 15 countries. To date, nearly 989,000 foreigners from these countries have entered China visa-free, accounting for over 60 percent of the total visitors.

In July, China reinstated a 15-day visa exemption policy for ordinary passport holders from Singapore and Brunei coming for business, tourism and family visits as well as for transit.

In December and March, the country unilaterally adopted a visa exemption policy for ordinary passport holders from 12 countries mainly in Europe, including France, Germany, Italy and Ireland. On March 1, the mutual visa exemption agreement between China and Thailand also took effect.

Efficient and convenient customs services have been provided to facilitate the stay of visa-exempt foreign nationals, Lin said.

Since China launched five measures in January to further facilitate the entry of foreign nationals, 211,000 foreigners have entered China by obtaining port visas upon arrival, and approximately 253,000 foreign nationals in China have applied for services such as visa extension, replacement and reissue, Lin said.

"The measures have made it more convenient for foreign nationals to visit and stay in China, and immigration authorities have enhanced the efficiency of services for foreigners residing in the country," he said.

The new measures include relaxing port visa application requirements, canceling border check procedures for foreigners who transit at major airports within 24 hours, and simplifying visa application documents for foreigners already in China.

A total of 6.357 million ordinary passports were issued from January to March, a 24 percent increase year-on-year, according to the administration.

The number of visas and documents issued to foreigners increased 118.8 percent year-on-year to 466,000, while the number of foreigners entering China visa-free rose by 266.1 percent year-on-year to 1.99 million, it added.

More reasons have been added for visa-free entry to Hainan province for people from 59 countries including Russia, the United Kingdom and France, allowing visitors to stay in the province for multiple purposes, including medical care and sports competitions, for no more than 30 days, the administration announced in February.

"Nearly 50,000 foreign nationals have entered the province visa-free in the past two months," Lin said, adding that the number will keep rising with the gradual restoration of international flights.

In addition, Fujian Provincial Public Security Bureau has issued 90,000 five-year mainland travel permits for Taiwan residents this year, a 56.4 percent year-on-year increase.

Also, Xi'an, capital of Shaanxi province, and Qingdao in Shandong province, were added to the Individual Visit Scheme with effect from March 6, allowing eligible people in those two cities to apply for individual visit endorsements for Hong Kong and Macao.

Holders of these endorsements will be permitted to stay in the two cities for a maximum of seven days per visit.

AEO boost to foster additional trade

China will broaden the scope of the Authorized Economic Operator (AEO) program to encompass emerging sectors such as cross-border e-commerce and a wide array of small and medium-sized enterprises, thus bolstering commercial exchanges both domestically and globally, said a senior Customs official on Wednesday.

The AEO program is advocated by the World Customs Organization (WCO) to strengthen international supply chain security and facilitate the movement of legitimate goods.

Under the program, Customs authorities from various countries and regions form partnerships with industries to collaboratively cut barriers to Customs procedures and enhance international trade efficiency.

China will work with other WCO members to expand institutional openness in areas such as Customs rules, regulations, management methods and standards to assist more domestic and foreign companies in foreign trade, said Wang Lingjun, vice-minister of China's General Administration of Customs.

Speaking at the opening ceremony of the WCO Global AEO Conference 2024 in Shenzhen, Guangdong province, on Wednesday, Wang said China will explore the establishment of a regional AEO mutual recognition cooperation mechanism to promote global trade interconnectivity.

By the end of March this year, China had signed AEO mutual recognition agreements with 26 economies, such as the European Union and South Africa, covering 52 countries and regions.

Ian Saunders, secretary-general of the Brussels-based WCO, said it is necessary to simplify the requirements for the AEO program to make it more accessible to small and medium-sized enterprises while ensuring a comprehensive understanding of the compliance environment.

It is essential to strengthen the arrangements of mutual recognition agreements and forms of international technical cooperation to expand the advantages of the AEO program and make it more attractive, said Saunders.

Currently, China has more than 5,800 companies with AEO qualifications. Last year, they accounted for 20.5 percent of China's total Customs declarations, contributing 37.1 percent of the national import and export value and 37 percent of tax revenue, said the GAC.

Song Yiwen, president of the supply chain management department at Shenzhen-based Honor Device Co, said that after obtaining AEO qualification in 2021, the company has benefited from efficiency improvements and convenient policies brought by the AEO system.

"As a representative of an AEO enterprise in the field of intelligent devices in China, the system enables companies to be more competitive in the international market and gain the trust of partners more easily," said Song, adding that after achieving the status, the inspection rate for the company's products has dropped by 80 percent.

Sharing similar views, Zhang Aixin, president of Valeo Niles (Guangzhou) Electronics Co — an auto parts and electronic components manufacturer — said since obtaining AEO certification at the end of 2023, the company's import and export volumes have been continuously increasing, and they are expected to grow by 20 percent year-on-year this year.
