Apart from Business Bay, what are the most important projects handled by Dubai Properties?

Dubai Properties, one of the Dubai Holding entities, is well known for realisation of major projects such as the Dhs5.2 billion Jumeirah Beach Residence project, the first of its kind in the Middle East. The project features a prestigious �self-contained community' comprising residential, office and hotel towers, shopping malls and other state-of-the-art facilities.

Some say that Business Bay will merely be another property project in Dubai. How do you respond to that?

We are used to hearing such false assumptions with every new initiative that is launched. However, once the strategic dimensions of a project and the role it will play in maintaining the leading position of the UAE become obvious, these doubts quickly fade away. People are getting used to the idea that we can dream and are able to transform our visions into hard reality. I am happy to state that The Business Bay received a tremendous positive response since the day it was announced by General Sheikh Mohammed bin Rashid Al Maktoum, crown prince of Dubai and UAE minister of defence. The response was similar to that received by other large projects such as Jebel Ali Port, Dubai Internet City, Dubai Media City and Dubailand. Business Bay will not only encourage huge investments from within the UAE and outside, but will also boost the importance of the UAE as a leading global centre for business, commerce, and tourism. In line with the government strategy to enhance the local economy and revitalise and catalyse investments, the project is set to be a leading centre for business and shopping, similar to some of the well known centres like New York's Manhattan or Tokyo's Ginza. Like them, it will act as a base for many leading local, regional and international firms.

How involved is the Government of Dubai in this project?

As is the case with all the initiatives that were launched over the past few years, the Government of Dubai continues to and will develop basic infrastructure of leading edge projects. It will then offer the projects to the private sector � to local, regional, and international firms � to make the best of the investment opportunities provided by projects such as The Business Bay.

What are your expectations with regard to the size of the investments the project is set to attract?

Although initially, the total investment size for Business Bay was calculated to be worth between Dhs20 to 30 billion, the actual size may well exceed these numbers going by the response to the first phase. As you know, we received commitments of more than Dhs4 billion in just a matter of hours from domestic and foreign investors.

What are your estimates for the total cost for basic infrastructure of The Business Bay?

The total cost of development and management will run into billions of dirhams. As you may be aware, The Business Bay project will have some complex features and elements such as extension and widening the famous Dubai Creek and ensuring the smooth flow of water as well as preserving the natural environment. You must understand that The Business Bay will be developed over an area of more than 64 million square feet. To develop an area as large as that � not to mention the inclusion of state-of-the-art facilities comparable with the best in the world � requires massive input.

What are the reasons behind opening the project to private investors instead of handing it over to the Government of Dubai or to Dubai Properties?

The tremendous success that the UAE has achieved is based on the cooperation between the private and the government sectors as well as the government's dedication to creating an ideal environment for investments and allowing the private sector to make the best of the opportunities provided. Thus, the directives of General Sheikh Mohammed bin Rashid to give the priority to private sector investors to benefit from the opportunities provided by The Business Bay. I would like to clarify that the role of Dubai Properties will not be limited to supervising the implementation of Business Bay, as it will handle the execution of many elements within the project which are yet to be announced.

What are the basic elements of The Business Bay?

The project will be more like a city within a city. It will feature several business and residential towers, landscaped gardens, shopping malls, hotels, and many other facilities. Being the first of its kind in the Middle East, The Business Bay will build a new capital for business and commerce in which many leading local, regional and international firms will be based. Also, overlooking the magnificent view of the Creek, The Business Bay will have many beautiful canals and gardens to create the aesthetic appeal. Precisely because it is located at a premium site, where available land is severely limited, makes it highly valuable and exclusive as a must-have address. Because land was limited along Dubai's famous Creek, the vision was to go beyond the current space and extend and widen it several kilometres from Ras Al Khor to almost reach Sheikh Zayed Road.

Now that sales for Phase 1 have been announced, when will Phase 2 be opened?

Currently, Dubai Properties is in the process of finalising plans for Phase 2. These will be announced soon and before the previously targeted date as we are encouraged to speed up the development due to the enormous positive response that Phase 1 achieved. The response surpassed all our expectations. All the plots and spaces for towers were completely sold out within the day.



What are the factors behind this massive demand?

Apart from the ideal location of the project, attracting huge investments, in fact, reflects the trust of investors from the UAE and from outside, in the future of the country's economy and its ever-increasing reputation in the world. These investors are confident enough that the government is dedicated to providing an ideal environment for business.

WWF fear for preserve

SANCTUARY: Flamingos use Dubai’s Ras Al Khor for breeding
The World Wildlife Fund has hit out at planners of the proposed Business Bay Project, part of which is set to be built on the Ras Al Khor Wildlife Sanctuary for not announcing wildlife preservation plans quickly enough. Officials from the Business Bay project, who did not wish to be named, have moved to allay fears, promising that everything will be done to protect the sanctuary even as other environmentalists remain unsure of the impact.

“We are deeply concerned about the impact of the proposed Business Bay Project on Ras Al Khor Wildlife Sanctuary that is an officially designated protected area.

“A thorough environmental impact assessment must be conducted before the Business Bay Project is initiated. In fact, this should have been done before the project was even considered,” said an official from the WWF’s UAE Project Office

“Ras Al Khor is of regional and national importance as a wetland and bird sanctuary. In addition, it is one of the few urban protected areas of the world that is also a potential Ramsar Site or Wetland of International Importance under the Ramsar Convention on Wetlands,” he added.

The WWF UAE is working with the Dubai Municipality to develop nature education facilities in Ras Al Khor.
“Any damage to the Sanctuary ecosystem will mean the loss of rich biological diversity that will be tragic for the nation, its people and, indeed, the world,” he said.

The 14 kilometre long Ras Al Khor Wildlife Sanctuary extends ten kilometres inwards and is spread over a 6.2 square kilometre area.

Around 88 species of birds have been spotted in the sanctuary. Most of the birds visit the sanctuary during the winter months, particularly the Flamingos.

The Business Bay project is expected to come in the vicinity of the sanctuary threatening the ecosystem of the area.
“All emirates have to be careful about the creeks. There is lots of sand and open desert in the UAE. But there are not too many creeks. This is why we have to be a bit careful when constructing around them.

“If it was me, I would have left the creek alone,” Gary Feulner chairman of the Dubai History Group said.
Flamingos, he added, need enough space around them to feel comfortable and this has to be taken into consideration when building anything around their habitat.

Flamingos depend on micro-organisms to survive and if the grounds are contaminated, the birds won’t come.
“If they come here to breed then any project next to them will take a toll. They need to be at peace and any ups and downs will affect them,” he said.

Kevin Hyland who has been involved in the Flamingo habitat enhancement project in Ras Al Khor said though he had not yet seen the plans of the Business Bay project any disturbance would be bad for the birds.
“We have to be careful when constructing close to sanctuaries but I gather steps have been taken by the authorities,” he said.

An source from Business Bay told 7 DAYS that the project was still in its conceptual stage and no information regarding the environmental impact will be able for the next two months or more.
“We are still working on the project. We will definitely make sure that the project leaves the bird sanctuary unaffected. Everything is being finalised at the moment,” he said.

When contacted by 7DAYS, Mohammed Abdul Rehman Hassan, head of the marine environment and sanctuaries unit at Dubai Municipality said the plans of the Business bay project had yet to reach his office for approval.
“I am unable to comment on them till I see them,” he said.

I dont get y its a problem. I been to the site in dec last year. if the map as kindly put in by ahmed r is rite then there will be no buildings rite next to the sanctuary. they will be on the opposite side of the road that already exists. the flamingos didnot mind the construction of the raod and they are taking the creek from the area bet the fence and the road.

WWF officials have called for a thorough environmental impact assessment on the ecologically sensitive area before the BB project begins. The 6.2 km sanctuary is home to over 88 species of local and migratory birds.

i know there are some flamingos in this area, but isn't this area dead
it's just barren land

the animals could resettle in the huge zabeel park and there is lots of greenery on the other end of business bay

so wwf, don't shit in your pants! dubai adds more green to the city than any other

animals have no problem to find a new place to live which is only a few miles away

just play the montgomerie golf course. there are so many different species of birds. beautiful!

Dubai government has always showed concern in the enviourment ecpecially the area near the business bay. The project will be near it but it wont effect it in anyway. Dubai muncipility planted hunderd thousand of magrouf trees in the area and its now a natural (i dont know the word). محمية طبيعية

I dont think that the Dubai government would care about WWF view in anyway.

They should! If Dubai wanna be no1 tourist destination in future they should think more these enviromental issues, it would be huge advantage.

I think Dubai might even have change to be most natural friendly destination if they would give a thoughts for this issue :)

The municipality have set up hides for "twitchers" in the area and among that community it is a favourite spot. David Bellamy is a frequent visitor. I am sure that the GOV't of Dubai will ensure that the area is disturbed as little as possible.

I didnt say that Dubai dont think about the enviourmental impacts. Dubai is already concered about those stuff. I just said that it will not care about WWF view.
