New Delhi also having huge properties belonging to govt agencies but still they managed to create metro 300+.. You are absolutely right state govt is not always blamable.. but how firmly Kolkata citizen want metro? From childhood I have seen people protest in Kolkata for many unnecessary reasons but why not for speedy metro construction? But unfortunately I seen placards "We don't need metro" and after that changed bowbazar route and consequence we all know..
We already understood that centre is playing game with us by inauguration of 2 or 3 stations or a joyride before election and giving lecture like "yeh kolkata ke liye taufa hain"😂😂😂.. but same centre govt is serious in Mumbai and Delhi metro..
State govt also really reactant on Metro, they only want to post poster that didi planned that line after newly inauguration station...
We forum members really condemn center and state whenever we see shortcomings..but when all people will really want metro constructions to be completed? when they will blame unbiased way? At that time only state will pressurize centre instead of politics and centre will awake ... Then you will see understanding between all agencies will be automatically...
Now coming to leftists, I saw suddenly they raised why EW metro took as much time , missed deadline, just before inauguration 😂😂..just for fame and wanted to getting credit that they planned line 2.. But if they were really concerned why they did not protest between 2011 to 2019? Deadline was 2015 right? At that time they were sleeping?
So my question to common people (irrespective to bjp ,tmc, cpim, cong)
Do we really want 300 km metro around Kolkata?
Do we really want tram?
Do we really want infrastructure like Gurgaon around Kolkata?
Do we really want second airport?
Do we really want to stay as tier 1 city in future?
This is democracy.. what we deserve what we are getting

I like to share my opinion.
There is largely two groups of people who would answer it differently.
1. First group, middle age or late 50s group working in government institutions/PSU or private company.
Stable salaried employees.
They actually don't want swanky business malls and towers.
Reason, they know very well their salaries won't increase much.
But because of more affluence visible around them, they will essentially live in a poorer life and their spouse and kids will constantly be unhappy as they would not be able to get all the stuff around them which seemingly every one is buying.
This group will give you the reason of not liking it as being bad influence nd other cultural type reasons.
2. Shop owners (Dokandar) and youngsters and persons just joined service.
This group want to have all development. Shop keepers for the reason of increased business and youngsters as it is simply cool.
They guys who have just joined or are few years into their carrier, they will strive to come up and afford all these things.
So the answers you are asking, will depend on which group you are asking.
